Purpose of Activity/Assignment:

The purpose of assignment is to support implementation of the Inclusive Education Support System and provide technical assistance to newly established Inclusive and Special Education Support Centre (Division) established at the Office of Resource Officers of Educational Institutions (Mandaturi Office).

In 2020, a three-year partnership project in the field of education was initiated by the Government of Norway, the Ministry of Education, Science and Youth of Georgia (MoESY) and UNICEF. The partnership supported the Government efforts in promoting, fostering, and monitoring quality and inclusiveness of education.

Among major results of the project was the introduction of the Inclusive Education Support System to make the education system more child-centered, focusing on individual needs and capacities of a child and facilitating prompt and targeted responses within educational settings. Respective amendments in the Law of General Education necessary for the establishment of the new system were approved by the Parliament of Georgia in November 2023 and become operational from June 2024.

The new model of the National Inclusive Education Support System was established under the Office of Resource Officers of Educational Institutions (Mandaturi Office) as a separate division. The model is designed to unify the entire task force of leaders, counsellors and specialists from different agencies within MoESY, including selected specialists currently working at seven resource schools existing in the country.

UNICEF aims to support the Office of Resource Officers of Educational Institutions (Mandaturi Office) in the implementation of the reform and development of the Inclusive Education Support System through institutional strengthening and capacity building of different professionals. For this UNICEF will be recruiting two national consultants to work in coordination with the Mandaturi Office and UNICEF to work as a team and perform tasks described below in this ToR.

Scope of Work:

The main objective of the national consultancy is to provide expert support to the Inclusive and Special Education Support Centre (Division) in developing documents/procedures and capacity building required for the effective functioning of the new Inclusive Education Support System.

The national consultants are expected to perform the below tasks in cooperation with Office of Resource Officers of Educational Institutions (Mandaturi Office) and UNICEF:

1. Revision of application and reporting forms of psychoeducational assessment and consulting service and development of recommendations for their enhancement (as needed).

2. Contribution to the development of the protocol of psychoeducational assessment and consulting service.

3. Development of internal quality monitoring system/procedures (methods and instruments) of the psychoeducational assessment and consulting service.

4. Support the revision of Minister’s Order 16/n. and development of recommendations for the needed changes according to the new support system.

5. Revision of the procedure of the specialized consulting and development of recommendations for its improvement and enhancement of the consulting capacities of the resource schools.

6. Development of a two-day training module for psychoeducational assessment and consulting specialists.

7. Facilitation of the two-day training for psychoeducational assessment and consulting specialists.

8. Development of the workshop structure, thematic areas and agenda and facilitation of one-day workshop for different level managers of the Office of Resource Officers of Educational Institutions (Mandaturi Office).

9. Development of the strategy of professional capacitation of the specialists of the centre.

10. Development of the guide/protocol for provision psychoeducational assessment and consulting service to ethnic minority children and parents.

Minimum Qualifications required:

Minimum master’s degree in psychology (with disability emphasis), occupational therapy, Special Needs Education or a related field.

Knowledge/Expertise/Skills required:

  • Demonstrated experience (at least 7 years) in inclusive education field.

● Knowledge and understanding of the local education system.

● Proven expertise in local inclusive education system and knowledge of international best practices, with knowledge of the Norwegian Special Education Support System an asset.

● Experience in conducting trainings on inclusive education for diverse target groups.

● Experience in developing different written resources, concepts or other similar materials in inclusive education.

● Excellent writing skills.

● Fluency in Georgian and working knowledge of English.

● Strong communication and interpersonal skills.

● Strong team working skills.

● Ability to work independently with minimum supervision.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
