Org. Setting and Reporting The Position is located within the Mission Support Division, Service Delivery Management, Transport Section of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The position is based in Bamako. Bamako is classified as a Hardship "D" duty station and is a non-family duty station. The Transport Officer (Budget Unit) reports to the Chief Transport Officer (CTO).

Responsibilities Within delegated authority, the Transport Officer (Budget Unit) will be responsible for the following duties:

Budget Management / Motor Transport Duties: - Prepares cost estimates, budget proposals and provides support through the definition of Transport Section operational and staffing requirements, including reviewing, analyzing and revising data with respect to the finalization of the budget proposal as well as Result-Based Budgeting inputs. - Ensures efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to mission management for decision making. Provides support on budget implementation, adjustments and corrective actions where necessary. - Reviews and controls all expenditures from the approved mission surface transport budget to ensure that the respective transport requirements are met within allocated funds. Continuous monitoring and analysis of the fund’s utilization and expenditure of the FY in progress. - Formulates responses to the budget queries throughout the budget endorsement process, at both mission and HQ levels, until the final approval of the proposed budget. - Formulates and finalize responses to budget performance reports, analyzing variances between approved budgets and actual expenditures. Ensures that correct and accurate data and information are provided by the various head of units and compiled in compliance with the budget instructions. - Produces periodic and ad hoc reviews, reports, statistics and recommendations related to mission surface transport operations. - Reviews and reconciles transport section’s accounts and figures, investigates inaccurate entries and takes corrective accounting actions as appropriate. - Oversees the development and the implementation of the demand and acquisition plans of MINUSMA UNOE and UNMAS fleets in the new SCPT tool. - Support with the preparation of responses to internal and external audit observations. - Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee, the Local Property Survey Board, the Advisory Committee on Traffic Safety and the Boards of Inquiry, as appropriate. - Support with managing and monitoring Transport Section’s contracts. - Manages the performance and complete performance evaluation of supervisees.

Fleet Management/Sector Motor Transport duties - Manages the provision of the surface motor transport support within a specific geographic area in a field mission which includes the United Nations Owned Equipment, Member State contributed Equipment and commercial transportation services. - Participates in the development and implementation of the Vehicle Establishment Program in accordance with the decisions of the Mission Vehicle Establishment Committee and the current Department of Peace Operations/Department of - Operational Support policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet. - Participates in the development and implementation of the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a filed mission fleet is optimized to meet operational requirements. - Develops and implements a cost-effective plan for the surface transport resupply within a specific geographic area in a field mission, determining the appropriate means of transport including outsourcing activities. - Develops and implements standard operating procedures for surface transport operations within a specific geographic area in a field mission. - Oversees contracts for the provision of goods and services and evaluates vendor's performance in coordination with the Contracts Management Unit and/or the Procurement Section. - Ensures that quality control/quality assurance procedures are implemented, that plans, and work processes comply with the established regulatory regime. - Ensures that the UN vehicles are used in accordance with the UN regulations and rules, and that vehicle usage data are correctly recorded. - Ensures the accuracy and validity of data recorded in the management information systems. - Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee, the Local Property Survey Board, the Advisory Committee on Traffic Safety and the Boards of Inquiry, as appropriate. - Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for surface transport. - Participates in the development of the Transport Unit's/Section's Staffing Table. - Manages the allocation and rotation of appropriate work assignments. - Ensures the compliance with the UN policies on the workplace safety and environment protection. - Liaises with the UN agencies, non-government organizations, intergovernmental agencies and suppliers for the provision of surface transport support. - Performs any other related duty as required by the supervisor.

Maintenance Workshop duties: - Supervises the maintenance and repair of UN-owned vehicles in accordance with the vehicle manufacturer's standards for automotive electrical system including Electronic Vehicle Monitoring System (EVMS), air conditioning system, suspension system, braking system (including ABS system) and bodywork and painting. - Supervises the diagnostic and fault finding, quality control/assurance, road testing and vehicle recovery. - Analyses reasons for technical faults and prepares reports. - Supervises vehicle inspections. - Supervises product upgrades initiated by a vehicle manufacturer. - Develops reports to document workshop performance (including personnel matters), vehicle warranties, vendor support and other workshop related activities. - Ensures that information in the Electronic Vehicle Monitoring System (EVMS) and Fuel log software packages is accurate and up-to-date. - Liaises with the manufacturer representatives for after sales warranty and technical fault claims. - Identifies requirements for spare parts, hand tools and workshop floor equipment. - Participates in the technical evaluations of bids received from vendors through the Procurement Section.

Education High school diploma or equivalent is required. Advanced technical or vocational diploma or certificate in transportation management, logistics, or other equivalent fields is required.

A valid driving license is a required.

Certificate in data management, analytics and dashboard reporting is desirable.

Work Experience A minimum of 10 years of progressively responsible leadership and management experience in motor vehicle transport operations is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level University degree.

Ability to manage budget activities, budget formulation, financial monitoring, reporting and audit in motor vehicle transport operations or other related areas is required.

Hands-on experience with ERP systems (i.e., UMOJA) is required.

A minimum of four (4) years of relevant experience in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a conflict or post-conflict environment is desirable.

Relevant working experience within the context of a humanitarian relief, military, emergency management, peacekeeping or disaster relief operation is desirable.

Languages English and French are the working languages of the Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
