The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems. worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org). The humanitarian crisis which has affected Mali since 2012 has generated massive population displacements, both inside and outside the country, with significant repercussions on neighboring countries, in particular Burkina Faso, Niger and Mauritania. Since 2018, a new cycle of violence has worsened the situation and is causing forced displacement. As of April 30, 2020, the Population Movement Commission (CMP) recorded 250,998 internally displaced persons (IDPs), 565,905 internally displaced persons returned (cumulative figure since 2014) and 83,833 returnees from countries of asylum. In addition, 140,000 Malians are still refugees in Niger, Mauritania and Burkina Faso, and Mali is also hosting 45,668 refugees and 1,063 asylum seekers. We believe in the ascending trend of the three categories of populations (refugees, IDPs and returnees) despite the open space policy for a safe asylum of Mali. The mixed flows of displacements observed since 2019 are due to the worsening of the political and security crisis, the various types of violence (tensions and community clashes) observed in the northern and central regions and the operations of armed actors in localities adjoining the borders of the Burkina Faso and Niger (Liptako-Gourma region). UNHCR interventions are located in Gao, Timbuktu, Mopti, Segou and Kayes regions with a Sub Office in Gao and 2 Field Offices in Mopti and Timbuktu. A Field Unit will be opened in Menaka to ensure an adequate protection emerge. The IUNV will work closely with UNHCR drives, UNHCR partners, governmental counterpart, and suppliers in carrying out all activities related to fleet management, to provide efficient support to UNHCR operation in Mali. He is expected to actively contribute to optimizing logistic in the operation.

Dans le cadre des pouvoirs qui lui sont délégués et sous la supervision du responsable des approvisionnements ou de son/ses représentant(s) désigné(s), l'assistant(e) en approvisionnement du programme VNU :

Fournir des conseils et des orientations sur les politiques de l'approvisionnement du HCR et des procédures pour soutenir et aider les sections requérantes ; préparer les demandes de cotations, et les drafts de différentes sollicitations (ITB, RFP, et les soumettre à l’administrateur national chargé des approvisionnements, ou au Supply Officer le cas échéant. -Assurer la publication et le partage de ces documents et toute autre information avec les fournisseurs -Récolter les documents requis auprès des fournisseurs pour leur enregistrement -Assurer les envois de courriers dans les délais -Réceptionner les cotations et préparer l’évaluation financière, évaluer et vérifier les demandes d’achat pour s’assurer que les spécificités, les dates de livraison et toutes les autres exigences sont conforme ; -Rédiger et dispatcher les demandes de devis et/ou les appels d’offres et aider a ;évaluation des offres et préparer les tableaux comparatifs, élaborer des propositions et recommandations au Comité des contrats; --Préparer les bons de commande et envoyer les confirmations, les demandes d’;inspection et autres correspondances et suivre la fabrication/transport des marchandises commandées pour assurer la livraison ponctuelle; -Réceptionner les factures, et rassembler toutes les pièces justificatives pour la réception des biens dans le système, et pour le processus de paiement -tenir un registre pour la réception et la transmission des factures au service des finances -Archiver dans le système, et dans les classeurs tous les documents d’achats. - vérifier la conformité aux spécifications des biens livrés -Préparer les drafts des contrats de service, les lettres de regret et les partager avec les fournisseurs. -Assurer le bon rangement des biens reçus, et les dispatcher ou les acheminer dans les plus brefs délais auprès du service demandeur ou destination finale.

Asset Management -Organiser les inventaires physiques des assets, -Préparer les ROU pour les partenaires -Mettre des barcodes sur les équipements nouvellement acquis, - suivre l’utilisation de assets par le partenaire, -identifier les équipements endommagés pour leur réparation ou déclassement, identifier tous les assets obsolètes pour proposition de déclassement, et soumettre les propositions au Supply Officer pour discussion avec le Programme ou l’Administration. -Préparer le GS45, et assurer un bon entreposage de ces assets jusqu’à leur déclassement. -Préparer toutes les correspondances relatives à l’exercice de déclassement (vente aux enchères) selon les pratiques" et les règles du HCR ; -Tenir des registres précis et complets sur les activités de la logistique et fournir des rapports et des mises à jour périodiques.
