Org. Setting and Reporting This position is located in the Transport Section of the United Nations Mission in South Sudan (UNMISS) Juba. Juba is classified in the "E" category and as a non-family duty station. The Transport Officer reports to the Chief Transport Officer (CTO).

Responsibilities Within delegated authority, the Transport Officer will be responsible for the following duties:

  • Development and implementation the Vehicle Establishment Program in accordance with the decisions of the Mission Vehicle Establishment Committee and the current Department of Operational Support (DOS) policies and directives on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport fleet;
  • Reviews and analyzes the historical consumption and statistical forecast in the newly introduced Supply Chain Planning Tool (SCPT) and assist in the formulation of the Section’s Annual Demand and Acquisition Plan (DAP) with other Units within the Section and submit the preliminary demand and acquisition plan to the Transport Business Manager to enable him to finalize the Section’s Gross Demand.
  • Participates in the development and implementation of the Mission Gross Demand planning, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a field mission fleet is optimized to meet operational requirements;
  • Participates in the development and implementation of the Active Road Accident Prevention and Road Safety Programs for a field mission;
  • Oversees the implementation of the Driving Test Program within the mission and monitors that field office personnel are issued with UN driving permits in order to ensure that all vehicle users have required minimum driving skills and understand host country road rules and regulations;
  • Develops and implements a cost-effective plan for the surface transport resupply of assets, spare parts within a specific geographic area in a field mission, determining the appropriate means of transport including outsourcing activities;
  • Liaises with UN agencies, government and non-government organizations, intergovernmental entities and vendors for the provision of the surface transport support;
  • Develops and implements standard operating procedures for surface transport operations within UNMISS – Juba;
  • Supervises the preparation of performance reports and responses to internal and external audit observations.
  • Oversee the technical specifications for goods and services, identification of correct spare parts requirement, reviews responses to bids and acting as head of technical evaluation team and conducts technical evaluations to ensure that vendor’s proposal meet technical requirements that requires extensive knowledge of procurement rules and regulation including possessions of UN Procurement Training Campus certificates, reviews responses to bids and conducts technical evaluations to ensure that vendor's proposals meet technical requirements.
  • Plans, manages, and supervises the provision of the surface motor transport support, which includes the United Nations Owned Equipment, Member State Contributed Equipment and commercial transportation services.
  • Ensures high level of availability of all UNOE vehicles and plant most particularly engineering heavy equipment and MHE (Material Handling equipment) to the mission operation.
  • Ensures that quality control procedures for workshop output are implemented and that plans and work processes are streamlined end-to-end.
  • Manages the allocation and rotation of appropriate work assignments.
  • Coordinates the individual annual Work Plans for Sub-Unit supervisors and produces detailed performance assessments and evaluations for all staff as required.
  • Supervises the personnel and evaluates staff performance of the Transport Unit.
  • Ensures the compliance with the UN policies on the workplace safety and environment protection.
  • Performs other related duties as required.

Ability to prepare and negotiate contracts with representatives of surface transportation industry. Ability to estimate the extent of damage or value of items lost in transit and to prepare claims documents and negotiate adjustments with representatives of insurance agencies or others involved in losses or damages. Ability to conduct research, evaluate and integrate information from a variety of sources, in order to assess impact on transport operations. Education Advanced university degree (Master's degree or equivalent) in transport management, logistics, or mechanical engineering is required. A relevant first level university degree and two (2) additional years of work experience in a surface transportation related occupation may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification in International Public Sector Accounting Standards (IPSAS) is required. (Please attach the certificate to your application).

Specialized Training in the planning, coordination or control of large vehicle fleet operations, is desirable. (Please attach the certificate to your application).

Work Experience A minimum of seven (7) years of progressively responsible experience in motor vehicle transport operations, multi-modal transportation or a related field is required.

At least three (3) years in a supervisory position directly related to large fleet management and coordination of complex surface transport operations in a UN entity or similar international organization is required.

Experience and qualification in performing Technical Evaluations for solicitation bidders on the section's contracts is required.

Experience in managing complex surface transport operations in a conflict or post-conflict environment with scarcity of resources, preferably, in a UN entity is desirable.

Knowledge of the UN financial and Procurement rules and regulations is desirable.

Experience in identification of spare parts including use of Electronic Spare Parts Catalogues for the fleet vehicles is desirable.

Experience in the UN Supply Chain Planning Tools is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
