Org. Setting and Reporting This position is located in the Integrated Mission Training Center (IMTC) within the United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The incumbent will report to the Chief of Mission Support Center (MSC).

Responsibilities The Chief of Unit, Training is the primary advisor to the Head of Mission (HOM), Head of Military Component (HoMC), and the Director of Mission Support (DMS), through the Chief Mission Support Center, on the design and implementation of mission-wide training programmes to support mandate implementation. S/he collaborates with senior mission leaders, through the Chief Mission Support Center (MSC), in identifying training requirements and ensuring that a comprehensive Mission Training Plan is developed, appropriately resourced and implemented. In close collaboration and coordination with the Military Training Offices, the Chief of Unit (Training Officer) coordinates and monitors daily all program components related to training activities and training budget expenditure in the mission.

The Chief of Unit, Training is responsible to:

  • Oversee the design, development, delivery and evaluation of training, learning and development programmes for mission personnel, to support mandate implementation;

  • Coordinate the preparation of an annual Mission Training Plan that addresses specific mission training needs and the strategic and job-specific training priorities transmitted from Headquarters, while minimizing duplication;

  • Ensure that the Mission Training Plan is prepared in conjunction with other mission planning documents including the Mission Concept and the Results-Based Budget (RBB);

  • Coordinate the preparation and implementation of the mission training budget in accordance with the Mission Training Plan, ensuring that resources are allocated appropriately so that training is cost-effective and has the maximum operational impact;

  • Monitor the implementation of the Mission Training Plan and regularly updates the mission Senior Management and Integrated Training Service (ITS) on implementation and constraints, including in relation to resourcing. Ensures the periodic evaluation of mission-conducted training.

  • Assess and determine organizational and programme needs for new or modified training policies or practices taking into account changing circumstances and environment by consulting with managers and staff representatives on proposed training policies or modifications; conceiving, formulating and testing new approaches, processes or techniques; advocating the learning strategy and policies and explaining these within the organization; planning, directing and monitoring the introduction of changes;

  • Manage and coordinate the work of all Training Officers and Training Focal Points in the mission to ensure that training and development activities are implemented in accordance with the Mission Training Plan and established standards;

  • Support military training unit in developing and delivering tailored training programmes to ensure timely induction and familiarization of incoming personnel with the organization’s policies and standards;

  • Whenever possible, promote delivery of training through the most cost-efficient means, including VTC, WebEx and other online collaboration application and platforms.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Accountability: Takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent), preferably in training and development, management, public or business administration, or a related area such as education or social science. A first-level university degree in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in human resource development, adult learning or training is required. A minimum of four (4) years of experience in the design and practical delivery of formal training sessions and programmes is required. At least three 3 years supervisory experience required. Experience working in a multicultural and/or international work environment is required. Participation in a formal training certification programme is desirable. Knowledge of UN procurement rules and regulations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required.
