Background

The Census is a vital repository of information on different characteristics of the people of Timor Leste. It is a complex exercise that involves listing of all houses and enumeration of the entire population. The Directorate of Statistics supervises this operation for which the field work is primarily carried out by enumerators. The information collected during the census is based on the principles of neutrality and inclusivity.

Given that the Census of Timor Leste provides valuable data for planning and tracking progress in development, the Census is critical to plan and achieve the Sustainable Development Goals (SDGs). UN Women, the custodian of SDG 5, is supporting the Directorate of Statistics, on the upcoming Census; to strengthen the enumeration for gender disaggregated and responsive data, critical for gender sensitive policy formulation and programme planning.

The guiding principle of UN Women’s work on Census is ‘leaving no one behind’ i.e. to facilitate the counting of every person and to collect correct and complete information from each citizen, especially the poor, vulnerable and excluded people, with a special focus on women and girls.

Objective:

The Census mirrors the population profile of the country and provides critical data on demographic and socio - economic condition of the population. In order to ensure that the enumeration of data is gender responsive, it is important to build capacities of data enumerators, to facilitate correctness and comprehensiveness of data collection through effective training. Therefore, training is a key aspect of the census. Quality of census is greatly dependent on the capability of census officials including enumerators, which in turn, depends on the quality of the trainings received.

The objectives of the training:

1) Imparting gender inclusive training to Master Trainers identified for the upcoming Census.

2) Enhance knowledge and skills of Master Trainers to further train the enumerators to count everyone eligible for enumeration without omission or duplication and collect accurate individual information of each individual without any bias.

Scope:

The gender training modules will focus on building gender sensitivity, knowledge and skills of Master trainers to ensure a gender responsive Census. As such, a gender module will be integrated in all trainings of Master Trainers.

UN Women seeks the services of an expert to draft a gender response training module and undertake training of Master Trainers with the aim of engendering Census. A gender training session will need to be developed for 45 – 60 minutes duration. The trainings will be attended by 30 – 35 participants from various Statistical Offices and relevant department

Duties and Responsibilities

The Training Expert will design the session plan; for 45 minutes to 60 minutes, including any handouts/materials to be distributed during the training. The Training Expert will also share the report of each training with a pre and post assessment of the participants included.

The Training Expert will work with the UN Women Timor Leste and Directorate of Statistics to ensure that the training includes diverse perspectives and meets the requirement of the upcoming census.

The Training Expert will have the following tasks:

  • Organise inception meetings to define the scope of work with UN Women
  • Develop a session plan for the gender training of trainers identified by Directorate of Statistics and relevant bodies, for a 45 to 60 mins session.
  • Develop training content for the gender training to be imparted to the trainers
  • Finalise training content in consultation with the UN Women team and Directorate of Statistics
  • Develop pre and post training assessment tools to analyse the effectiveness of the gender training sessions
  • Conduct training for Trainers identified by the Directorate of Statistics to ensure engendering of the census (45 minutes to 60 minutes duration).
  • Prepare reports on the trainings including the pre and post assessment to highlight the findings

Required Skills and Experience

Education:

  • Master’s Degree in Social Sciences/ Social Work /Gender Studies/Public Administration/Policy or related fields. Bachelor Degree with additional two years of experience.

Experience:

  • Master degree with minimum of 2 years of experience at the national/state level on conducting trainings related to gender responsive design, implementation and monitoring/evaluation or Bachelor degree with minimum of 4 years of experience;
  • Experience on data analysis, statistics and quantitative and qualitative research is required;
  • Substantive experience of conducting trainings/workshops/capacity building exercises essential;
  • Experience of working with national and sub national governments; particularly on administrative surveys is a must.
  • Previous experience of training for the Census is desirable.

Language:

  • Fluency in Tetum and English is required
  • Knowledge of the other UN official working language is an asset
  • Knowledge of Portuguese is an asset.

  • Financial proposal. The financial proposal shall specify a total lump sum amount or daily fee and admin costs. The lump sum costs must be accompanied by a detailed breakdown of costs calculation.

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
