Do you want to contribute to developing the Protection portfolio in NORCAP? We are looking for an experienced Thematic Manager for our protection portfolio. You have solid experience and understanding of protection and extensive experience in delivering high quality protection specific programmes and work across sectors. Experience in how to coordinate and lead interagency work with different partners, as well as experience with humanitarian protection work is a requirement. Experience with community-based protection approaches is an asset.

Protection is a key thematic area for NORCAP and protecting the lives and rights of people affected by crisis is at the core of our mission and strategic objectives for the coming years. We are now looking for a senior technical expert to be part of the Section for Protection, Peace and Democracy and lead the strategic direction and programme design related to protection and provide technical expertise and guidance to new and established projects, and across the organisation.

We work with and through our partners to address challenges via three core activities:

  • We develop partnerships with regional and global organisations and national stakeholders. We believe working together in a coordinated and sustainable manner is the best way to reduce needs, risks, and vulnerability over time.
  • We seek and promote more effective ways of working at the global level and in the field. Our aim is not only to reduce needs, but also to create choice and opportunity for vulnerable people.
  • We deploy skilled experts to develop our partner’s capacity. Given their independence from agendas and interests of the organisations they are deployed to, our experts are well placed to identify and address challenges, improve collaboration, and encourage new and innovative approaches.

Role

The Thematic Manager protection is responsible for developing and delivering results within protection as a thematic area, in accordance with the NORCAP strategy and relevant thematic strategic plans, to ensure that NORCAP is a relevant and leading actor within this thematic area. The Thematic Manager will work within the team structure in the department. The Thematic Manager will have no line-management responsibilities.

NORCAP aims to strengthen the capacity of the humanitarian system to provide appropriate and improved protection services. NORCAP does this by supporting interventions that protect, empower, create choice and opportunity for people, by improving impact at global and local level through joint projects with partners and stakeholders; by providing specialized protection expertise and develop capacity that enable partners to meet the needs of people in fragile contexts and crises. We also strengthening the system through support to leadership, coordination, and policy development on protection and by building bridges between the humanitarian, development, and peacebuilding sectors.

The Protection Thematic Manager will be responsible for strategic direction and programme design related to Protection. The Thematic Manager Protection will as such safeguard technical content and related strategic direction of the protection portfolio in NORCAP. This will involve a combination of quality assurance; technical and strategic thought leadership; technical support to projects teams and management. The position will further outline NORCAPs approach to protection, continue develop ongoing projects but also new initiatives. The position will make sure that protection is integrated in multi-disciplinary programming in preparedness, prevention and response strategy and design.

Responsibilities

  • Responsible for developing new initiatives and projects within thematic area of responsibility, and new and innovative approaches
  • Provide strategic and technical advice to NORCAPs humanitarian programmes and responses
  • Represent NORCAP strategy and priorities in global facing workstreams, including in relevant technical working groups and global coordination platforms
  • Responsible for assessing security risks when developing new initiatives and projects.
  • Responsible for fundraising to deliver on the thematic programme strategy including donor engagement and development of donor proposals
  • Oversee the quality of design, monitoring, and evaluation of NORCAP proposals from a thematic perspective.
  • Responsible for developing communities of practice Maintain and advance new strategic partnerships
  • Responsible for analysing sectoral developments to inform future opportunities for programming Responsible for input to NORCAP and NRC advocacy messages and information material Point of contact for NORCAP experts on mission within thematic portfolio (technical line manager), including approve End of Mission reports, debriefs, and strengthen community of practice.
  • Responsible to ensure project has available experts and initiate recruitments when needed in close collaboration with Deployment Adviser.
  • Make decision on suitable candidate placement in collaboration with the team and advise on other placements within the thematic area

What we're looking for:

  • Minimum of 5 years of relevant experience within the humanitarian, development, or peacebuilding sectors
  • Master’s degree or equivalent (including proven work experience and skills). Documented results within developing and leading programs in the relevant thematic areas
  • Experience from strategy work, fundraising, project management and advocacy.
  • Demonstrated professional experience in maintaining and developing partner and donor relations
  • Demonstrated professional knowledge of the humanitarian/development/peacebuilding sectors at both policy and operational level
  • Demonstrated experience with initiating, planning, and executing projects in the relevant sector
  • Experience with personnel administration, preferably from international work
  • Good interpersonal and communication skills
  • Documented results related to the position’s responsibilities.
  • Fluency and proficient writing skills in English.
