Environment

Result of Service In close coordination with United Nations Environment Programme (UNEP) India Office, the consultant is expected to achieve the following outputs:

Output-1: Provide technical assistance to UNEP ICO related to project activities including review and research on technical issues relevant for the project. Deliverables: a. Submission of at least one assessment report prepared in consultation with Ministry of Textiles, Ministry of Environment Forests and Climate Change and other partners and stakeholders identifying gaps and opportunities for enhancing environmental sustainability in India’s textile sector – 30 Jan 2022. b. Submission of an analytical report on opportunities for scaling up the textiles project portfolio of the India country office - identifying the potential areas of interventions and mapping these with a list of prospective donors – 30 Mar 2022.

Output-2: Assessment of the replication potential of the ongoing Sustainable Textile Hub project. Deliverables: a. Analytical report on replication potential of the Sustainable Textile Hub roadmap/implementation in other textile clusters.

Output-3: Prepare draft and final technical, operational and legal documents that are required to carry out agreed activities under the project. Deliverables: a. Legal documents including work plans with all implementing partners prepared - 30 Nov 2021. b. Review of draft reports including coordination of external review for: - Sustainable textiles hub - Knowledge product on traditional textiles - Course module on sustainable fashion - Gallery on Sustainable textiles at National Crafts Museum. c. Report consolidating feedback on the Sustainable textile gallery installation.

Output-4: Monitor project implementation progress by collecting, documenting and reporting information and evidences. Deliverables: a. Monthly updates progress of project components - continuous b. Regular meetings with project partners- continuous c. Draft and final meeting agendas and minutes- continuous d. Draft and final inputs to the Textile project financial and progress reporting- continuous

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP Asia and the Pacific Office helps to implement its global programmes in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

The Indian textile and apparel sector have historically been a global supplier of raw material and finished goods for consumption in domestic and foreign markets. The textile industry accounts for 10% of the India’s manufacturing production, 5% of India’s GDP, and 13% of India’s exports earnings.

The industry is also characterized by poor compliance of environmental regulation (especially processing units), particularly SMEs, resulting due to limited technical and financial capacity of these units and weak enforcement of environmental regulation by concerned institutions. The fashion Industry in India is also witnessing change in buying habits with consumers shifting from need-based clothing to aspiration-based clothing resulting consumption upsurge.

The proposed project aims to promote sustainable lifestyles through evidence-based campaigns /education programmes for citizens, students at fashion institutes as well targeted interventions for private sector (MSMEs) and policy makers on sustainable and responsible fashion. This will include documenting sustainability in traditional handloom techniques and, advocacy for its revival, promotion and strengthening to reduce the ecological footprint of the fashion industry. Activities will include curricula development on sustainable fashion, capacity building materials/campaigns especially targeting the youth; development of a report on sustainability in traditional textiles, an exhibition at the Crafts Museum Delhi.

A consultant is required, to support the India country office in the technical management and coordination of the proposed interventions, to facilitate the integration of project’s analytical and capacity building achievements into national and/or subnational policymaking processes, and to promote longer term sustainability in textile sector of the country. The consultant will report to the Programme Management Officer, UNEP India.

The consultant will provide analytical /technical and coordination support to the project on accelerating actions for a sustainable and circular textile value chain.

Qualifications/special skills Skills: - Demonstrated technical knowledge in the area of sustainable and circular textiles and/or project management tools. - Excellent analytical skills. - Excellent communications and writing skills. Academic Qualifications: An advanced university degree in environment/social/natural science, communication, media, public relations and equivalent academic qualifications, or equivalent work experience. Experience: - Demonstrated technical knowledge in environmental issues relevant for the textile sector. - At least 5 years of experience in designing and delivering projects. - Familiarity with project management tools and reporting cycles. - Experience of developing technical reports. - Skills in facilitating consultations, workshops, and stakeholder/ grass-roots engagements, and capturing feedback. - Excellent communications and writing skills - Demonstrated experience in developing communication and stakeholder engagement strategies, advocacy plans, media engagement etc. especially related to environmental issues required. - Working experience in a multicultural environment including United Nations desirable. Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
