Org. Setting and Reporting This position is located within Field Technology Unit at the United Nations Integrated Assistance Mission in Sudan (UNITAMS)- El Fasher duty station. The incumbent reports directly to the Chief of Field Technology Unit.

Responsibilities Within delegated authority, the Telecommunications Technician will be responsible for the following duties:

Satellite: Installs, operates, and maintains satellite earth station antennas, ODE/IDE, associated shelters, and foundations. Commissions, operates, and maintains C band, X band and Ku band satellite systems comprising parabolic antennas of up to 9 meters, satellite modems, satellite transceivers, LNA, High Power Satellite Amplifiers (HPA and SSPA). Commissions, operates, and maintains, and train end users on all portable satellite terminals; Liaises with UN Headquarters and UN Logistic Base staff regarding initial installations, repositioning, including frequency coordination for satellite communications.

Infrastructure Network: Assists with the blueprints, plans, construction, and maintenance of communications cabling infrastructure for data and telephone. Assists with the construction cable conduits, external trenching, and external and internal wiring. Works with the telecommunications engineers to plan physical network layout, and the procurement and inventory of all hardware and cabling requirements for installations. Assists other technical departments in the installation of switching equipment, main and sub distribution frames, and the deployment of RF transmission lines and accessories as required. Assists with the development of thorough documentation of system deployment, diagrams, infrastructure, and physical plant. Knowledge in the design and implementation of a complete wide area network and administration of network includes Satellite modems, multiplexers, microwave modems, line drivers. Manages, operates, maintains ICT networks established in various UNITAMS offices. The network may include but not limited to Cisco LAN switches (layer ll and lll Switching, Cisco routers, among others. Oversees Installation and maintenance of DHCP, DNS, DC, Proxy, WEB, FTP,, LAN administration, installation and management of VOIP, TCP/IP, network protocol, allocation of IP address management, internet access controls, Fiber optic cabling and testing as well as Network devises installation and maintenance among others.

PABX/Switching Systems: Implements regular and preventative maintenance for all equipment and accessories. Installs commissions and maintains/repairs a range of medium and high capacity telephone PABX terminals, group switches, voice mail systems; encrypted voice and facsimile devices, cordless mobile telephones and associated base stations, and large self-contained cellular telephone systems. Assists with the deployment, operation and maintenance of computerised telephone accounting and billings systems; operates and maintains the computerised telephone call logging and automated billing system; Operates and maintains the telephone voice mail systems; Assists in provision of local commercial cellular services; Operates and maintains the DECT cordless telephone network.

Microwave: Prepares and installs equipment necessary for microwave installations; carries out programming and testing of the various digital microwave systems utilising a wide range of specialised and complex test equipment; programs, tests and pre-commissions new equipment in the workshop area prior to deployment; performs radio-link calculation and path profile analysis; liaises with the Rigging unit regarding the mounting of antennas and feeder lines on communications towers and masts.

Radio: Responsible for installation of VHF, UHF and HF Mobile, base stations and repeaters, rural telephone links, trunking radio systems, antennas and related equipment; programming of radios, preventive and corrective maintenance on various types of radio; Assists with the training of non-technical radio users on the operation of hand-held portable radios, mobile radios, base stations. Assists in coordination with UN agencies and local authorities on matters related to radio frequencies/channels. Assists in the erection of antenna masts and install antennas.

Rigging: Assists with the construction and maintenance of communications towers and associated antenna systems; Assists with the coordination in the construction of tower foundations and anchor points in compliance with manufacturers specifications and good industry practises; Prepares tower hardware and accessories for construction and deployment; Erects self-supporting and guyed communications towers to a height of 300ft; Installs antennas, transmission lines and accessories; Performs routine and preventative maintenance.

Video-teleconferencing: Liaise with the other units within the sections to install, operate and maintain the video-teleconferencing (VTC) systems. Assists with the setup and configuration of the terminal equipment for both terrestrial and satellite communications systems, for the various videoconferencing applications; Liaises with UN Headquarters and UNGSC, for the scheduling of VTC events, on-site set up, participation and troubleshooting in mission's VTC events; Assists with the coordination of set-up of remote site VTC equipment as required; Performs periodic and preventive maintenance of all VTC-related equipment.

Common duties: Other duties and responsibilities common to the specialties above include, but are not limited to: Effects the installation of auxiliary equipment such as power supplies, solar power systems, UPS units, Voltage Regulators, DC converters and various protection and remote control systems; Provides the supervisor with the specifications for the procurement of equipment, spares and supplies; Ensures that all the required spare parts and supplies are in place so as to minimise downtimes; Effects regularly scheduled, preventative and corrective maintenance on all telecommunications installations and equipment; Works within the Warehouse Operations Unit to maintain proper inventory records; hereunder issuance of materials and monitoring of the materials from the receiving stage to the disposal process. Assist Property Disposal Unit with technical expertise. Assists with the receiving/inspection of newly acquired equipment; work closely with Receiving and Inspection for a seamless process of receiving of materials into the Warehouse. Assists in providing in-house training for staff within the unit; Performs other related duties as required.

Education High school diploma or equivalent.

Work Experience At least six (06) years of working experience in the planning and installation of complex telecommunications equipment, networks and systems, including at least three (3) years of experience at the international level are required.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organisation or nongovernmental organisation – in a conflict or post-conflict setting is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
