The T4D function assists program teams in the identification, assessment, and integration of ICTs and digital innovation into UNICEF programming; strengthening internal capacity to lead and support T4D-related initiatives; identifying and engaging with key partners; building business relationships; applying reusable and replicable technical buildings blocks; and maximizing the potential for the scale-up and sustainability of technology and digital innovation for UNICEF programming.

How can you make a difference?

Under the guidance of the Deputy Representative, the individual contractor will support the application of digital technology and innovation-related activities in the planning, design, implementation, and administration of a significant digital transformation initiative within the UNICEF Jamaica programme.

Main Key Deliverables:

  1. Support the ongoing Covid Vaccination & certificate digitization program
  2. Technical support for the Electronic Immunization Registry (EIR) assessment and routine immunization digitization rollout in country
  3. Technical guidance to Education Information Management System (EMIS) rollout
  4. Data Management & Analytic support to Child diversion and protection program
  5. T4D support to ad-hoc digitization requests across programs (e.g.: Data Analytic support MICS survey if needed)
  6. Monthly progress reports that include:

    1. The progress made during the period (planned vs actual targets, etc.)
    2. The proposed activities for the ensuing month,
    3. Risks, challenges, gaps, and recommendations for addressing them
    4. Adjustments to be made to project plans as required

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Computer Science, Information Technology, Engineering or another related field
  • Alternatively a first degree in combination with 5 years of qualifying experience may be accepted in lieu of advanced university degree
  • A minimum of 5 years of relevant professional experience in information communication technology for development (ICT4D) in a large international organization and/or corporation is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset
  • Fluency in English is required.

The following skills and knowledge are highly desirable:

  • Experience identifying, designing, and implementing solutions for large-scale projects with technical components – including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, procurement, and project management (including task prioritization, workflow coordination, results- driven strategies and proven ability to translate complex ideas from various areas into unified, clear guidance).
  • Knowledge and experience working with Digital Public Goods such as DHIS2, PRIMERO, OpenMRS, OpenSRP, iHRIS, OpenHIE, SanteSuite, DIVOC, CommCare, RapidPro etc. and deploying, maintaining, and scaling these technologies.
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, and experience in applying open source, digital and emerging technology solutions to address programmatic issues
  • Experience designing and supporting digital development and transformation projects with Governments in the Caribbean region .

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
