Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Within UNEP, the Law Division works with international and non-governmental organizations, national and local governments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. The consultant will work under the direct and overall guidance and supervision of the OzonAction Montreal Protocol Programme Management Officers – Southeast Asia Network and Pacific Island Countries Network and under the overall guidance of the Head of OzonAction, Law Division. The consultant shall carry out and successfully complete the following tasks: Project Component-1: Project Initial Preparation  Contribute to the Regional CAP team, and in consultation with the global team, in preparing and developing the content of the Twinning workshop needs assessment survey/questionnaire. The aim is to understand the critical topics and information needed, as well as to identify knowledge gaps related to energy efficiency and low-GWP refrigerants. The survey will be sent to the NOOs and NEEPs/FMFPs in advance of the meetings to gather their input on needs (in terms of institutional cooperation, capacity building, existing/planned national policies and enforcement, resources/tools, and access to funding for implementing policies and programs, as well as equipment and technology choices) and encourage stakeholders to meet and discuss perspectives before the workshop.  Collect and analyze data/information gathered from the needs survey and prepare a final needs assessment analysis report and presentation of the regional network. This report will provide a comprehensive analysis of the survey results and highlight the specific needs identified in each region.  In consultation with the Regional CAP team, identify and engage technical experts from partner organizations who can serve as speakers/ trainers in the workshop on topics related to energy efficiency and low-GWP refrigerants, and who can coordinate/liaise with external partners who will be supporting and/or participating in the Twinning workshops.  In consultation with the Regional CAP team, identify primary existing tools, information, and capacity-building materials related to energy efficiency and low-GWP refrigerants based on the needs identified in the needs assessment analysis reports.  In consultation with the CAP Regional Network Coordinators and global team, formulate the draft agenda and structure of the Twinning workshop, based on the needs identified in the needs assessment analysis reports, as well as the feedback survey report from the previous similar twinning workshop reports. Project Component-2: Twinning Workshops Organization Phases Pre-Twinning Workshop Phase:  Contribute and support the CAP regional teams in preparing a detailed “pre-workshop” work plan and tasks checklist and regularly checking in on the progress of the tasks.  Prepare and distribute technical content, handouts, information and capacity-building materials, presentations, countries' presentation template, and other related materials.  Propose the workshop structure in consultation and coordination with the CAP Regional teams, to ultimately include a combination of both plenary and smaller break-out groups between the “twins” and an interactive meeting format with a variety of styles to be used (e.g., presentations, panel discussions, workgroup exercises, and quizzes) to ensure maximum participation of NOOs and NEEPs/FMFPs. During Twinning Workshop Phase:  Support the CAP regional teams in preparing a detailed “During-workshop” work plan/ tasks checklist and regularly monitor the progress of these tasks.  Participate in the workshops as a resource person, supporting the overall workshop delivery by facilitating/ moderating discussions and conducting presentations during the sessions of the two-day Twinning workshop.  Prepare and develop an online workshop feedback survey that will be distributed at the end of the Twinning workshop to gather information about the effectiveness of the Twinning Workshop, ensure that it meets its goals, and identify areas for improvement. Post Twinning Workshop Phase:  Support the CAP regional teams in preparing a detailed “post-workshop” work plan/ tasks checklist and regularly check the progress of the tasks.  Prepare a final report for the Twinning workshop, in consultation and coordination with the CAP regional and global teams, to document and summarize the key takeaways, outcomes, and recommendations from the Twinning Workshop. The report will follow a format/template provided by UNEP and should provide a detailed overview of the workshop topics covered, the list of participants, workshop feedback survey results, and the recommendations/ key points discussed, as well as any action items or next steps identified during the workshop. Project Components 3 & 4: Capacity Building Materials & Monitoring and Evaluation  In consultation with the CAP team, identify and engage technical experts from partner organizations to identify/ develop a set of required tools, capacity building, and information materials related to energy efficiency and low-GWP refrigerants that can be deployed and/or disseminated during the implementation of UNEP's Multilateral Fund Projects and based on the needs identified in the needs assessment analysis report and the outcomes/ recommendations in the final report of each regional network Twinning Workshop.  Contribute to the overall project progress and completion reports, in consultation and coordination with the CAP regional and global teams, to provide an update on the progress made towards the project's goals/ objectives and achieved results, as well as any lessons learned and recommendations/follow-up actions for future Twinning Workshop (Phase-II), the report format/ template will be provided by UNEP.

Qualifications/special skills

Minimum requirement of a bachelor’s degree in science, environment, engineering, business, public policy, or other relevant areas is required. Other academic qualifications, in combination with the qualifying 10 years of working experience in a related field may be accepted in lieu of the bachelor's degree. A minimum of 5 years of progressively responsible experience in the fields of environment, engineering, technology, chemistry, or a related field is required. This experience should demonstrate a strong understanding of relevant areas and expertise on the subject matter. Experience working in or with Southeast Asia Network countries, showcasing a deep understanding of the specific challenges and contexts associated with the regions is desirable. Extensive experience in planning and managing workshops and training events, and in working with different stakeholders, as well as having very good communication and facilitation skills and strong organization skills with demonstrated ability to adhere to deadlines and to effectively prioritize tasks is required. Understanding of the Montreal Protocol, including comprehensive knowledge of the refrigeration and air conditioning sector, and related energy-efficiency topics and good understanding of national obligations arising from the Kigali Amendment under the Montreal Protocol, and other capacity building activities is required. Excellent communication skills, enabling the effective sharing of knowledge and information with a diverse audience and excellent writing skills with the ability to prepare clear, concise and well-structured reports is required.
