Result of Service Successful planning and delivery of the Joint ECA-WA Twinning Workshop for Montreal Protocol Officers, Energy-Efficiency Policy Makers, and Financial Mechanism Focal Points leading to enhanced cooperation between national ozone officers and energy-efficiency officials in West Asia (WA) and Europe and Central Asia (ECA) countries.

Duties and Responsibilities The Executive Committee of the Montreal Protocol’s Multilateral Fund approved the global technical assistance project for the “Twinning Of Ozone Officers And National Energy Efficiency Policymakers to Support Kigali Amendment Objectives” (phase I: 2023–2024).The project's overarching objective is to enhance the climate benefits of the refrigerant transition under the Montreal Protocol by maximizing a simultaneous improvement in the energy efficiency of the cooling sector through enhanced policy and programmatic coordination at the national and regional levels. The project aims to strengthen the capacity of National Ozone Officers (NOOs) so that they can effectively adjust their national Montreal Protocol compliance programmes to align with the Kigali Amendment and incorporate, as appropriate, energy efficiency considerations in the refrigeration and air conditioning sector.

The project is part of the approved 2023 UNEP CAP Workplan, it is aligned with the thematic priorities of UNEP’s 2021-2023 CAP Strategy, and it indirectly supports various national projects, including Kigali HFC Implementation Plans (KIPs). The project is linked to the Regional Networks meetings by providing an opportunity to further engage one national energy efficiency policymaker (NEEP) and (optionally) one focal point for a relevant financial mechanism (FPFM) per country and allow them to participate and follow up on the concept of “twinning” with the NOO from the same country to further advance energy efficiency considerations in the implementation of the Montreal Protocol.

As part of this project, UNEP/ Compliance Assistance Programme in West Asia and Europe and Central Asia will organize Twinning workshop in September 2023 which will provide an opportunity for NOOs and their NEEP and FMFP counterparts to exchange experiences, share knowledge, coordinate policies, and identify potential joint activities to advance the ozone-energy efficiency-climate agenda. This interaction seeks to catalyze enhanced cooperation at the national level between these stakeholder groups to enable individual governments to integrate energy efficiency more rapidly into the ongoing Montreal Protocol, energy policy, and climate policy processes. The NOOs, NEEOs, and FMFPs will benefit from the project’s lessons learned regarding the creation of an enabling environment, particularly in terms of institutional coordination and capacity building at the national level. The capacity building and networking achieved during this meeting will provide a framework for further in-depth engagement in specific countries and regions by UNEP and other organizations. Participation in the project will be voluntary and will be offered as a service to NOOs, NEEPs, and FMFPs. UNEP will provide a workshop forum for these officials and the international and regional partners to interact, share knowledge and learn from one another.

UNEP is seeking to recruit a qualified consultant with a proven track record of expertise and experience, to provide support to the regional teams of Europe and Central Asia (ECA) and West Asia (WA) during the implementation of the four project components of the joint Twinning Workshop/ project of the two networks as follows:

Project Component-1: Project Initial Preparation

¿ Contribute to both regional teams, in consultation with the global team, in preparing and developing the content of the joint Twinning workshop needs assessment survey/questionnaire. The aim is to understand the critical topics and information needed, as well as to identify knowledge gaps related to energy efficiency and low-GWP refrigerants. The survey will be sent to the NOOs and NEEPs/FMFPs in advance of the meetings to gather their input on needs (in terms of institutional cooperation, capacity building, existing/ planned national policies and enforcement, resources/tools, and access to funding for implementing policies and programs, as well as equipment and technology choices) and encourage stakeholders to meet and discuss perspectives before the workshop. ¿ Collect and analyze data/information gathered from the needs survey and prepare a final needs assessment analysis report and presentation for each regional network (ECA and WA). This report will provide a comprehensive analysis of the survey results and highlight the specific needs identified in each region. ¿ In consultation and agreement with the Regional CAP teams, identify and engage technical experts from partner organizations who can serve as speakers/ trainers in the workshop on issues related to energy efficiency and low-GWP refrigerants, and who can coordinate/liaise with external partners who will be supporting and/or participating in the Twinning workshops. ¿ In consultation with the Regional CAP teams, identify existing tools, information, and capacity-building materials related to energy efficiency and low-GWP refrigerants based on the needs identified in the needs assessment analysis reports. ¿ In consultation and agreement with the CAP Regional Network Coordinators and the global team, formulate the draft agenda and structure of the joint Twinning workshop, based on the needs identified in the needs assessment analysis reports, as well as the feedback survey report from the previous similar twinning workshop reports.

Project Component-2: Twinning Workshops Organization Phases

Pre-Twinning Workshop Phase: ¿ Support the CAP regional teams in preparing a detailed “pre-workshop” work plan and tasks checklist and regularly check in on the progress of the tasks. ¿ Prepare and distribute technical content, handouts, information and capacity-building materials, presentations, countries' presentation template, and other related materials. ¿ Propose the workshop structure in consultation and coordination with the CAP Regional teams, to ultimately include a combination of both plenary and smaller break-out groups between the “twins” and an interactive meeting format with a variety of styles to be used (e.g., presentations, panel discussions, workgroup exercises, and quizzes) to ensure maximum participation of NOOs and NEEPs/FMFPs.

During Twinning Workshop Phase: ¿ Support the CAP regional teams in preparing a detailed “During-workshop” work plan/ tasks checklist and regularly monitor the progress of these tasks. ¿ Participate in the workshops as a resource person, supporting the overall workshop delivery by facilitating/ moderating discussions and conducting presentations during the sessions of the two-day joint Twinning workshop. ¿ Prepare and develop an online workshop feedback survey that will be distributed at the end of the Twinning workshop to gather information about the effectiveness of the Twinning Workshop, ensure that it meets its goals, and to identify areas for improvement.

Post Twinning Workshop Phase: ¿ Support the CAP regional teams in preparing a detailed “post-workshop” work plan/ tasks checklist and regularly check the progress of the tasks. ¿ Prepare a final workshop report for the Twinning workshop, in consultation and coordination with the CAP regional and global teams, to document and summarize the key takeaways, outcomes, and recommendations from the Joint Twinning Workshop for the two networks. The report will follow a provided format/template by UNEP and should provide a detailed overview of the workshop topics covered, the list of participants, workshop feedback survey results, and the recommendations/ key points discussed during the workshop, as well as any action items or next steps identified as a result of the workshop.

Project Components 3 & 4: “Deployment of Capacity Building Materials” & “Monitoring and Evaluation”

¿ In consultation and agreement with the CAP teams, identify and engage technical experts from partner organizations to identify/ develop a set of required tools, capacity building, and information materials related to energy efficiency and low-GWP refrigerants that can be deployed during the implementation of UNEP's Multilateral Fund Projects and based on the needs identified in the needs assessment analysis report and the outcomes/ recommendations in the final workshop report of each regional network Twinning Workshop. ¿ in consultation and coordination with the CAP regional and global teams, Contribute to the preparation of the completion report, and provide inputs towards the project's goals/ objectives and achieved results, as well as any lessons learned and recommendations/follow-up actions for future Twinning Workshop (Phase-II), the report format/ template will be provided by UNEP.

Qualifications/special skills ACADEMIC:

o Minimum requirement of a bachelor’s degree in science, environment, engineering, business, public policy, or other relevant areas. o Other academic qualifications, in combination with the qualifying 10 years working experience in a related field may be accepted in lieu of the bachelor's degree.

WORK EXPERIENCE:

o A minimum of 10 years of progressively responsible experience in the fields of environment, engineering, technology, chemistry, or a related field is required. This experience should demonstrate a strong understanding of issues relevant to EE in the HAVC sector and related interlinkages with the Montreal Protocol and expertise on the subject matter. o Extensive experience required in working in or with developing countries, showcasing a deep understanding of the specific challenges and contexts associated with these regions.

SPECIAL KNOWLEDGE AND SKILLS: o Extensive experience in planning and managing workshops and training events, and in working with different stakeholders, as well as having very good communication and facilitation skills. (Required) o In-depth understanding of the Montreal Protocol, including comprehensive knowledge of the refrigeration and air conditioning sector, and related energy efficiency issues. (Required) o Strong policy and technical expertise related to the implementation of the Montreal Protocol in developing countries. (Required) o Good understanding of national obligations arising from the Kigali Amendment under Montreal Protocol, as well as familiarity with Executive Committee decisions regarding HPMPs, HFC activities and other technical assistance projects funded by Multilateral Fund. (Required) o Proven experience in writing and reviewing technical project proposals. (Desirable) o Excellent communication skills, enabling the effective sharing of knowledge and information with a diverse audience. (Required) o Excellent writing skills with the ability to prepare clear, concise and well-structured reports. (Required) o Strong organization skills with demonstrated ability to adhere to deadlines and to effectively prioritize tasks.
