Duties and Responsibilities

Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia (ROWA) delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. Under the Enhanced Transparency Framework (ETF), Parties to the Paris Agreement are required to submit biennial transparency reports (BTR) every two years. The Government of Iraq is preparing its first BTR Iraq according to the modalities, procedures and guidelines (MPGs) for the ETF (annex to decision 18/CMA.1). The BTR includes information on national inventory reports (NIR), progress towards NDCs, policies and measures, climate change impacts and adaptation, levels of financial, technology development and transfer and capacity-building support, capacity-building needs and areas of improvement. The BTR Top-Up Focus for countries completing a national communication and a BUR extend the GHG inventory to cover additional years up to 2021 or 2022; expand reporting on mitigation actions to report NDC progress, expand existing adaptation reporting to address climate change adaptation as per Article 7 of the Paris Agreement, including reporting on loss and damage; and expand reporting on technology transfer and financial, technology, and capacity needs to address financial, technology, and capacity-building needs and support received as per Articles 9, 10, and 11 of the Paris Agreement. The objective of this consultancy is to contribute develop and prepare the chapter on progress towards NDC within the Iraq BTR. In collaboration with the Ministry of Environment of Iraq, its stakeholders, and UNEP ROWA, the International Consultant will collect and analyze relevant information and data to collaborate in the development of the National Inventory Report and the development of the chapter on progress towards NDCs. All work produced by the International Consultant will be technically reviewed by the Lead Technical Consultant before final submission to UNEP. Duties and Responsibilities: Under the direct supervision of the Regional Coordinator for Climate Action at UNEP ROWA, the International Consultant will carry-out, inter alia, the following duties and responsibilities: 1-Compile information needed on NDC tracking for inclusion in the BTR1 -Collect information on national circumstances and institutional arrangements related to NDC tracking. -Describe the NDC of Iraq under Article 4 of the Paris Agreement, including updates. -Compile the information necessary to track progress made in implementing and achieving its NDC under Article 4 of the Paris Agreement, using the Common Tabular Formats (CTFs). -Compile information on mitigation policies and measures, actions and plans, including those with mitigation co-benefits resulting from adaptation actions and economic diversification plans, related to implementing and achieving a NDC under Article 4 of the Paris Agreement. 2-Prepare report on GHG projections. -Undertake and summarize projections of greenhouse gas emissions and removals, as applicable, under a Business-as-Usual scenario, a With Measures scenario, and a With Additional Measures scenario. -Draft the chapter on NDC tracking for the BTR1 using the CTFs and update based on comments. -Conduct hands on training on GHG projection model. 3- Develop final reviewed chapter on NDC tracking for inclusion in BTR1 -Present in relevant meetings. -Revise the final draft based on input from meetings for inclusion in the BTR1.

Qualifications/special skills

Postgraduate degree in environmental sciences, climate change, public policy or another relevant subject is required Minimum 5 years’ experience in climate change policy, mitigation, adaptation, public policy, international development, environment or similar field is required. Understanding and knowledge of UNFCCC related processes, including institutional frameworks for multi-sectoral coordination in collaboration of integrated approaches for development is desirable. Familiarity with the Iraqi and regional climate change context is desirable. Experience in reviewing national and sectoral policies and plans is desirable. Ability to conduct research and work independently is desirable.

Fluency in English is required, Arabic is desirable
