Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Cambodia is developing FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028, and providing technical assistance to the Government counterparts to develop relevant strategies and action plans. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation.

Reporting Lines

The Technical Specialist (Monitoring and Evaluation) will work under the overall supervision of the FAO Representative in Cambodia and the direct supervision of the Technical Adviser. The Specialist will work in close collaboration with the other members of the Project Implementation Unit (PIU) and relevant Royal Government of Cambodia (RGC) agencies. The Specialist will be responsible for the development, update and implementation of the Monitoring and Evaluation strategy of the one of the six thematic areas. In addition, the Specialist will provide technical advice to relevant Government agencies on the development of an M&E strategy and system and develop and supervise training and capacity development to staff of those Government agencies.

Technical Focus

The Monitoring and Evaluation Specialist will be responsible for the development and implementation of the Monitoring and Evaluation (M&E) strategy of the project(s).

Tasks and responsibilities

The Technical Specialist (Monitoring and Evaluation) will:

• Update the M&E strategy of projects under selected thematic area in close collaboration with Technical Adviser, Thematic Team Leader, and FAO Cambodia Representation’s Monitoring and Evaluation Specialist • Manage implementation of the result-based project monitoring and evaluation frameworks, and plans to ensure the progresses of projects under selected thematic area are on track and including uploads to FAO and donor platforms • Develop and adapt data collection tools/templates and lead regular data collection and analysis to support Monitoring and Evaluation of projects as required • Advise on the use of theory of change for project monitoring and evaluation across the selected thematic area • Provide technical advice and capacity building support to the project teams to implement the M&E frameworks and plans • Organize and contribute to meetings and workshops related to Monitoring and Evaluation • Lead the internal preparation of annual and interim progress reports and workplans, Results Oriented Monitoring (ROM) and Mid Term Reviews (MTR) and final Terminal Evaluations. Capturing the results, lessons learned, recommendations and way forwards for reporting to the donors, FAO and Government agencies • Support relevant Government agencies in the development and implementation of an M&E strategy • Develop and implement a training plan for relevant Government agencies based on good practice in M&E and training need assessment • Work closely with the project gender mainstreaming team to assist relevant Government agencies and stakeholders on integration of gender equality, indigenous people and youth and child labour issues into M&E systems and work plans • Monitor projects’ LFMs and Work plans • Develop good practice and lessons learned for dissemination • Contribute to project monitoring and evaluation and communication and visibility needs and the preparation of lessons learned including drafting of documentation pertaining to the project’s exit strategy or extension planning • Contribute to evaluations and other project Monitoring and Evaluation activities as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in business administration, economy, statistics or a discipline relevant to the mandate of the Organization • At least 5 years of relevant experience in monitoring and evaluation of projects/programme related to Fisheries and other thematic areas including Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Forest, Land and Water; and Data and Digital Transformation. • Working knowledge of English • National of Cambodia
