Overview

Provide strategic and technical support for implementing Gender Equality Seal in taxation.

You have:

  • Minimum Master’s degree in Social Sciences, Economics, Public Administration, Political Science, International Development, Gender Studies or closely related field or highly relevant experience at senior levels.
  • At least 7 years of experience related to public financing and gender mainstreaming showing progression to senior positions.
  • Proven experience in gender analysis and mainstreaming.
  • Proven experience with fiscal, tax policy and tax administration processes.
  • Proven experience in gender capacity building design and implementation and excellent training and facilitation skills.
  • Fluency in written and spoken English is required.
  • Ability to work in any other UN language will be an asset.

Contract

Office/Unit/Project Description:

The United Nations Development Programme (UNDP) is the knowledge frontier organization for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy and programme work, carried out at HQ, Regional and Country Office (CO) levels, form a contiguous spectrum of deep, local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The UNDP Tax for SDGs Initiative is managed by the Bureau for Policy and Programme Support (BPPS’s) Sustainable Finance Hub (SFH), with resource persons embedded in the SDG Finance Teams in Amman, Bangkok, Istanbul, Panama, and Pretoria. The UNDP Tax for SDGs Initiative has a particular emphasis on linking tax administration and tax and fiscal policies for achieving the SDGs. While the Gender Team of the BPPS is the institutional anchor of UNDP’s work on gender equality and women’s empowerment providing policy advice, technical support, and leadership to all of UNDP’s Bureaus and Country Offices on how to integrate gender across all areas of their work guided by its Gender Equality Strategy. The Gender Equality Seal Certification Unit of the BPPS Gender Team will partner with the Tax for SDGs Initiative, to provide strategic support, capacity building, and technical advice to drive transformative change for gender equality in line with the requirements of the Gender Equality Seal Standard and to champion the efforts of public institutions towards achieving substantive equality within the framework of the SDGs. UNDP’s support also includes reducing gender and social inequalities in tax and fiscal policy including by promoting tax reforms for gender equality and the provision of technical support for tax reforms towards gender equality.

Institutional Arrangements:

  1. The IPSA holder will report to the Head of Tax for SDGs Initiative, with the matrix reporting to Coordinator of the Gender Equality Seal for Public Institutions program, and in collaboration with the Technical Expert Taxation and Gender Equality of the UNDP Tax for SDGs Initiative.
  2. Throughout the project, collaboration and coordination with the Gender Equality Seal Global Team and the UNDP Tax for SDGs Team will be required.
  3. The IPSA Hire will use his or her own equipment (e.g., laptop) to perform the work.

Travel:

  1. The position is home-based.
  2. The position may include official travel. In case of such travel, travel expenses will be covered by UNDP in accordance with the UNDP rules and regulations.

Duties and Responsibilities

UNDP’s Bureau for Policy and Programme Support (BPPS) is seeking to hire a highly motivated Technical Specialist Gender Equality Seal Certification for Tax Administrations, to work jointly under UNDP’s Gender Team and UNDP’s Tax for SDGs Team to provide strategic and technical advisory support to facilitate the effective implementation of the Gender Equality Seal for Public Institutions awarding in National Tax Administrations in targeted countries. The Technical Specialist will advise on strategies, produce technical tools, and develop and carry out capacity building activities geared towards the successful implementation of the Seal Programme. To this end, the IPSA holder will be responsible for the implementation of the Gender Equality Seal for Public Institutions, providing UNDP with the following services:

Adaptation of the Gender Seal to Taxation institutions:

  1. Lead the revision and adaptation of the Gender Equality Seal standard to the specific nomenclature of Taxation Administrations.
  2. Facilitate the development of a specific Seal Toolbox for taxation institutions, tailoring down the currently existing one and amplifying it according to the needs of the area.
  3. Develop a certification process for experts in the Seal for Taxation Administrations and put in place the expert rosters (advisors and assessors), covering all regional contexts and languages used in the public administration in the targeted countries.
  4. Develop induction and training packages for training UNDP Country offices, and Gender Equality Committees and staff of taxation institutions, on gender mainstreaming and the Gender Equality Seal Standard.
  5. Systematize good practices, lessons learned and recommendations from the implementation of the Seal in taxation institutions.
  6. Develop and nurture a specific blog in the Gender Equality Seal Website to disseminate news about the advances and results of the Seal implementation in Taxation institutions. Propose improvements on the Seal webpage to better champion the good practices of taxation institutions.

Service provision to UNDP Country Offices (CO) and Taxation institutions:

  1. Facilitate the capacity building of CO teams so they can adequately assist and support public institutions in their countries.
  2. Coordinate the work of 15 national tax administrations in the development of the Gender Seal process throughout all its steps:
    1. Train the Gender Equality Committees on the Gender Seal Standards.
    2. Provide capacity building (workshops, clinics, ToTs) to wider staff according to the specific needs.
    3. Provide access and know-how to participant public institutions on the use of the Gender Equality Seal for Public Institutions online platform.
    4. Online self-assessments:
    5. Accompany the public institutions in the implementation of staff surveys and the collection of quantitative data.
    6. Provide advice and technical assistance to the public institutions in the collection of evidence.
    7. Development, implementation, and monitoring of the Action Plan for Improvement, including accompanying the development and implementation of the gender equality policy.
    8. Preparation for the external assessment to obtain the Gender Equality Seal.

Provide advisory services to the UNDP’s Global Gender Seal Team in, implementation, and monitoring of the overall implementation of the Seal:

  1. Contribute to coordination of work of the Gender Seal Unit to coordinate and monitor the implementation of the Gender Equality Seal, according to the needs.
  2. Analyze, monitor, and report periodically on advances, challenges and lessons learned from implementation of the Seal in taxation institutions.
  3. Perform any additional tasks related to this assignment as required by the Project Manager
