The Supply Division is responsible for overseeing UNICEF’s global procurement of Educational material as well as project support commodities. The Division supports UNICEF Country Offices and partners in achieving UNICEF’s priorities by procuring supplies that meet high standards for quality and value and then ensuring their timely delivery. It also ensures that procurement by every UNICEF office follows organizational regulations and ethical standards. As well as supporting UNICEF’s ongoing programmatic activities and procurement and supply of essential commodities on behalf of governments, the supply function provides rapid supply response to emergencies. Ensuring the global availability of essential supplies through influencing markets for lifesaving commodities such as vaccines, essential medicines and health products, and implementing a range of supply chain models to ensure these supplies are delivered to children, are two overarching focuses of the Division.

The Water Sanitation and Education Centre establishes contracts, processes and systems for efficient and timely procurement of WASH and Education commodities/kits as well as providing technical guidance to UNICEF country offices globally. The centre provides technical oversight and has the normative function ensuring Education procurement embraces sustainability while ensuring products meets minimum safety regulation for use by children.

How can you make a difference?

Summary of key functions/accountabilities:

  • Reviews and develops technical specifications and requirements to ensure completeness and appropriateness. Advises requesting offices on technical matters relating to the commodity of specialization. Clarifies inadequate specifications with requesting office, proposing substitute or alternative items as necessary.
  • Collaboration with Programme Division, Country Offices and/or other UN agencies in promotion and improvements in use, availability and appropriateness of products. Supports in convening Industry partners around access to education products.
  • Conducts market research, provides analyses, background information, recommendations for improving the suitability, sustainability, ensure the products are culturally suitable to be used globally. In collaboration with Innovation unit reviews existing commodity group to identify product gaps and propose improvements for disability inclusiveness.
  • In collaboration with Programme Division, Regional Offices and Country Offices supporting localized approaches to education supplies and identifying opportunities for partnership, as well as capacity development of governments in setting standards, sourcing and selection around education supplies.
  • Investigates global markets, maintains resource files on a global basis. Recommends new areas of purchase for optimal currency utilization. Ensures regular review and update on Education material webpages and UNGM. Maintains network with Programme Division and other UN agencies to keep abreast of commodity trends and technical evolution of Education commodity group.
  • In conjunction with the Quality Assurance Section, establishes list of potential pre-qualified suppliers for the requisition, and ensure to maintain/update vendor list as required by Contracting Function for purchasing action.
  • In partnership with the Quality Assurance Center and Contracting Function, evaluates supplier performance and acceptability and delivery record, and general information including financial, historical and managerial. Visits major suppliers, prescribes inspection criteria for commodities within specialized knowledge, and assesses manufacturers' quality control facility and capacity.
  • Provides technical support to the contracting team for all solicitations, including compiling proposals on product evaluation criteria, sample requirements, In line inspection, Pre-delivery inspection, Moisture Control to mitigate risk while ensuring product quality.
  • In partnership with Quality Assurance Centre and Warehouse reviews and ensures Education material lists are kept updated while coordinating material depletion or write off where necessary.
  • Researches, evaluates and promotes new products, and promotes development of emerging products and new technologies when appropriate, to meet programme requirements especially focusing on sustainability and disability inclusiveness.
  • Reviews the range of commodities under the Education Unit’s responsibility, as well as the Education Emergency List.
  • Supports the supply function in field offices by assisting in preparation of special projects that may arise. Any other unplanned objective specifically assigned as per ad-hoc necessities.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree in Quality Assurance, Product Design, Engineering or a relevant technical field is required.

*A first University degree may be considered in lieu of an Advanced degree in conjunction with two additional years of relevant work experience.

Experience:

  • A minimum of five years of progressive relevant professional experience is required.
  • Experience in institutional procurement of general education products.
  • Experience implementing Education programmes in UNICEF (or other agencies) desirable.
  • Specialist knowledge of commodity area required.

Language:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
