OBJECTIVES OF THE PROGRAMME

Coordinate and provide technical assistance for WHO-supported TB, HIV and hepatitis-related activities to the Ministry of Health and other implementing partners with specific emphasis to strengthen health facility-based information and its integration into the national health management information systems, as well as the use of this data for evidence-based decision-making at national and subnational levels.

DESCRIPTION OF DUTIES

The incumbent will be expected to: •Act as focal point in the WHO Country Office, manage TB, HIV/STI related works in assisting the Ministry of Health, NTC, CHAS and other government counterparts in coordinating relevant stakeholders, donors, development partners, and civil society organizations in the implementation of the national strategic plans and meeting the targets of the Health and Nutrition Services Access (HANSA) project; •Provide technical support in designing and planning national strategies, policies and operational plans for HIV and TB, in line with WHO's global and regional guidance; •Provide technical support for monitoring and evaluating the implementation of TB and HIV priority activities under the national strategic plan and Global Fund (GF)/HANSA 2021-2023; •Support cross-programme works that will create a more sustainable and integrated legacy for the TB and HIV programmes, particularly in relation to the implementation of the national health policy and health system reform strategies and universal health care; •Support the national COVID-19 taskforce in the implementation of the national COVID-19 epidemic response plan as well as the risk mitigation measure put in place by the TB and HIV national programmes; •Strengthen disease-surveillance capacities through promoting District Health Information Software 2 case-based surveillance data use, supporting the continuous improvement of quality of data, and facilitating analysis of programme data on TB and HIV testing, treatment and care, and linking to local and national levels intervention; •Support operational research activities that are aligned with national strategies and support their publication in collaboration with the Regional Office for the Western Pacific/headquarters and other relevant research institutes; •Identify additional needs of technical support and intervention based on the timely analysis of the epidemiology and national response situation; •Participate in the GF and World Bank joint missions of the programme review in identifying programmatic and operational opportunities and challenges; and •Support the Ministry of Health in the strategic planning and implementation of leprosy and viral hepatitis-related activities.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, public health, social sciences or other related fields from a recognized university. Desirable: Postgraduate degree in public health from a recognized university.

Experience

Essential: Minimum two years' experience in public health management and/or communicable disease control. Desirable: Work experience with international organizations and government. Experience on scientific researches.

Skills

Proven competence in information systems; good knowledge in communicable disease and public health programmes; excellent knowledge and demonstrated ability to write technical reports; ability to motivate and guide development of capacity at national level; ability to establish and maintain harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 27,013 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
