OBJECTIVES OF THE PROGRAMME

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, andlead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to addressall health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed tooperate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies,consistent with ways that strengthen local and national capabilities.

The role of )the Readiness and Structures Officer is to provide technical expertise, tools, methods and means to meet the specific logistical needs of IMS, member state and partners during emergencies. Technical areas include but are not limited to Water Sanitation and Hygiene (WASH), Vaccinations, Health Facilities Support, Laboratory Support environmental hazards, contingency plan.

DESCRIPTION OF DUTIES

During deployment and the entirety of the Health Ops the duty station may change, and duties may be modified based upon the technical needs of the Programme.

  • Provide technical support for the design and construction of new health facilities and settings (i.e., rehabilitation centers, PHCC, hospitals, blood bank centers, etc.) as well as the design for repurposing and rehabilitation of existing structures based on the latest guidance and technologies, in collaboration with other technical units and applying holistic design principles such as environmental sustainability, accessibility, inclusiveness, disaster, climate and infectious diseases resilience, humanized care, health system integration and sustainable maintenance.
  • Provide technical support to Country Office and to local health authorities for the context specific adaptation of international health facilities guidelines and contingency planning.
  • Provide timely technical expertise to the Incident Management team and manage overall technical activities implementation.
  • Monitor Readiness and Structures team performance and report regularly to the IMS team, drawing their attention to needs, gaps and problems, and proposing remedial actions.
  • Manage adequate organizational model and appropriate means to support the response. Liaise with technical experts to ensure proper needs identification from stakeholders, and financial validation.
  • In the context of outbreak, in collaboration with partners and IMS, supervise safe and dignify burial trainings and activity.
  • Manage Health and Technical budget response.

Health facilities support:

  • Manage health facilities supported by WHO to ensure appropriate set-up and equipment of facilities.
  • Ensure water, sanitation, hygiene and infection control standards requirements are in place to support safe burial and medical health facilities.
  • Participate in the planning of the health facilities management and ambulatory health activities.
  • Provide regular reporting on Readiness and Structures activities.

Other:

  • In collaboration with the Health Operations team, contribute to all relevant activities related to health facilities preparedness, readiness, response and recovery.
  • Performs any other related incident-specific duties, as required by the functional supervisor.

Education Qualifications

Essential: First-level university degree in technical and health logistics, engineering, architectural design, or other related discipline is required, emergency/outbreak response disaster or related field relevant to the functions of the positions from an accredited/ recognized institute.

Desirable: Advanced university degree (Master's level or above) in any of the above fields. Recognized training or certification in emergency (Emergency Disaster Management).

Experience

Essential: At least five years' related experience in managing large-scale disaster emergency response and/or Public Health Event with International Concern operations in international organizations/ institutions, part of which is in the field supporting emergency humanitarian operations. Demonstrated exposure at the international level.

Desirable: Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization work in the field of outbreaks and/or health emergency response.

Use of Language Skills

Essential: Expert knowledge of English.

Desirable: Intermediate knowledge of local language, Intermediate knowledge of other Official UN language

Other Skills

Excellent knowledge of Microsoft Office applications· Demonstrated computer skills with

emphasis on databases management· Demonstrated skills in using equipment such radio and

satellite phones

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual net basesalarystarting at USD 64,121. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant fordependent children.
