PURPOSE OF CONSULTANCY

The National Disability Rights and data analysis Consultant will work together with the disability inclusive humanitarian action advisor. The approach will be informed by the available data across sectors and agencies publicly available and shared for the purpose of analysis. The data analysis (desk research) is planned to be one month (21 days) in addition to draft a final data analysis (21 days) summarizing desk review across clusters/sector and at coordination level. In addition, this analysis shall include available data collected by OPDs since the start of the full-scale invasion and when applicable before. The analysis shall be a) coordinated with OPDs, b) circulated with OPDs as well as c) feedback shared by OPDs included (15 days). A final workshop together with OPDs to present findings and collect key recommendations to bridge the identified data-gap shall be collected.

In addition, with the disability-inclusive humanitarian action advisor, the ToR for qualitative data collection that shall follow the desk-research shall be drafted (5 days), and if feasible led by the national consultant to coordinate and guide FGDs and KIIs as well as summarize the qualitative data gathering done by OPDs (21 days).

Under the technical supervision of the DIHA – International, and operational supervision by … the National Disability Rights and data analysis Officer will be responsible for the following objectives.

BACKGROUND

There were around 2.7 million persons with a registered disability in Ukraine in January 2020, however, this number is highly likely an underestimation as registered disabilities are determined by medical commissions and follow a lengthy process.

The Russian aggression and the full-scale war in Ukraine continue to have a disproportionate impact on the persons with disabilities in the country. As the country has one of the highest rates of institutionalization of children and adults with disabilities in Europe and majority of them faced serious challenges during the evacuations.

Currently, there is a lack of available data analysis around needs and barriers person with disabilities have within the humanitarian response. There is a vast amount of data available, while a specific analysis in regard to disability isn’t available yet, outside of the MSNA gender, age and disability brief (first published Jan. 2024). Based on the Washington Group Questions applied within the MSNA data collection at household level is currently the single rights-based data collection at country level.

Several agencies collect data around the humanitarian response including disability-data, while using different methods to identify disability, it currently is difficult to identify the (qualitative or quantitative) data gap existing to inform future humanitarian efforts. The analysis of existing data is aiming at addressing this gap in addition to identify data gaps regarding disability-information within humanitarian action in Ukraine.

DELIVERABLES

  • Deliverable 0: final methodology proposition discussed and agreed. Conduct a desk review in English and Ukrainian on needs, access and general information of persons with disabilities in the humanitarian response. Format should be according to the following sections: data available, information per sector including needs, barriers, specialized services, coordination, access to services and potential data gaps.

  • Deliverable 1: Final version of desk review narrative in agreed format. Review draft based on first feedback, circulate among OPDs, collect their feedback and include their feedback accordingly.

  • Deliverable 2: Final analysis draft submitted. Hold final workshop with OPDs to present analysis of disability data with support of DIHA.

  • Deliverable 3: at least 2 workshops held across the country (depending on security situation online or offline per location Kyiv and at least 1 additional in the EAST/South). Use knowledge of analysis and propose ToR for additional data gathering according to identify gaps and support procedure of DIHA.

  • Deliverable 4: drafted ToR and recommendations of focus around bridging the data gap. Potential: leading and coordinating qualitative data gathering as well as preparation of draft in coordination with DIHA (2 month).

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: University degree (Bachelor's degree or equivalent) or equivalent years of work experience in social sciences, law, humanities, development studies, disability studies or related field.

Desirable: Master's Degree on related field, mentioned above.

Experience

Essential: 1-2 years of analyzing data and preparing a report based on key findings alongside the methodology of the consultant, to be discussed upon start of the consultancy.

Desirable:

  • 3 years of professional experience on promoting a rights-based approach to disability inclusion and providing technical support on mainstreaming disability into policies and services for persons with disabilities in all their diversity.

  • Experience in Ukraine of working with governments, Organizations of Persons with Disabilities (OPDs) in, Government of Ukraine, non-governmental organizations, professional associations and developmental/humanitarian partners.

Skills/Knowledge:

Essential:

Ability to synthesize knowledge and effectively express ideas in writing.

o Excellent analytical and writing skills.

o Ability to work in multicultural settings and excellent inter-personal skills.

o Excellent organization skills.

o Ability to produce written report specific to the humanitarian coordination mechanism in Ukraine.

Other IT skills

Effective use of Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams and SharePoint.

Use of Language Skills

Essential: Expert knowledge of Ukrainian.

Desirable: Intermediate knowledge of English. A translator will be engaged if required.

On-site: Kyiv, Ukraine

REMUNERATION

Total budget: USD 9240.

Daily rate of USD 105 as per the WHO CO Ukraine rates for consultants (A level).

The payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer.

Expected duration of contract: up to 4 months (expected dates 01 Sep 2024 to 31 Dec 24).
