OBJECTIVES OF THE PROGRAMME

To achieve the control of communicable and noncommunicable diseases throughout the Western Pacific Region by targeting the reduction of morbidity and mortality of such conditions and diseases. The division supports integrated people-centred care approaches by strengthening primary healthcare services for prevention, diagnosis, care and treatment of target diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage.

Malaria and Neglected Tropical Diseases (MTD) The Malaria and Neglected Tropical Diseases (MTD) unit works with Member States and partners to eliminate and control malaria and neglected tropical diseases in the Western Pacific Region. Focus areas of the programme are regional and country adaptation of evidence-based policies and strategies, facilitation of coordinated multisectoral actions, enhancement of intervention and service delivery such as mass drug administration, vector control and case management, engagement and empowerment of communities and strengthening of monitoring, evaluation and surveillance.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, MTD, the incumbent will perform the following duties in coordination with relevant departments at WHO headquarters, Regional Office, country offices, Member States and partners, to collectively fulfil the unit mandate and contribute to the thematic priorities set out in For the Future: Towards the Healthiest and Safest Region: A vision for the WHO work with Member States and partners in the Western Pacific:

  • Coordinate and support the development of regional strategies, plans and guidance for control and elimination of NTDs in the Region in line with the Regional Strategic Framework for Control and Elimination of Neglected Tropical Diseases in the Western Pacific, the latest global WHO roadmaps, strategies and guidelines responding to the needs of the Member States;
  • Support WHO country offices in the translation of global and regional strategies and plans into national programmes for control and elimination of NTDs and monitor implementation of such strategies and plans in the Region;
  • Coordinate, collaborate and technically support surveillance, diagnostic and laboratory capacity-strengthening and operational research efforts to accelerate control and elimination of NTDs in the Region, in collaboration with relevant WHO collaborating centres and other research institutions;
  • Support WHO country offices in implementing effective health risk communication and social mobilization to enhance community health literacy and drive behavioural change for accelerated and sustained impacts of control and elimination of NTDs in the Region;
  • Explore, facilitate and provide technical support to harmonize and integrate NTD elimination and control efforts across multiple diseases with other health programmes (e.g. noncommunicable diseases, immunization, malaria, maternal and child health, primary health care, food safety), nonhealth sectors (e.g. WASH, education, animal health) and overall health system, especially in the areas of disease surveillance, integrated people-centred care delivery, drug management and regulatory policies, health care financing;
  • Lead advocacy efforts and explore various opportunities to mobilize necessary resources to accelerate control and elimination of NTDs in the Region;
  • Maintain and strengthen partnership with NTD partners at regional level and provide support for in-country coordination to Member States.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, entomology or biological or veterinary sciences from a recognized university and postgraduate degree in public health or related field. Desirable: Postgraduate degree or training in parasitology, tropical medicine or public health.

Experience

Essential: Minimum seven years of experience in control and elimination of neglected tropical diseases at national and international level, with working experience in low- and middle-income countries. Desirable: Work experience in public health programmes, monitoring and evaluation, health system development or research experience at regional and country level in Asia and the Pacific.

Skills

  • Specific expertise and experience in the field of control and elimination of NTDs in the wider context of public health and the global and regional environment;
  • Disease-specific expertise should include epidemiology, entomology, diagnostics, surveillance, disease control and elimination strategies, updated knowledge of new tools and global and regional strategy development;
  • Broad experience on health system strengthening efforts;
  • Knowledge of and experience with programmatic realities at country level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3037 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
