OBJECTIVES OF THE PROGRAMME

Division of Programmes for Disease Control --> To achieve the control of communicable and noncommunicable diseases throughout the Western Pacific Region by targeting the reduction of morbidity and mortality of such conditions and diseases. The division supports integrated people-centred care approaches by strengthening primary healthcare services for prevention, diagnosis, care and treatment oftarget diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage.

Malaria and NeglectedTropical Diseases (MTD) --> The Malaria and Neglected Tropical Diseases unit works with Member States and partners to eliminate and control malaria and neglected tropical diseases in the Western Pacific Region. Focus areas of the programme are regional and country adaptation of evidence-based policies and strategies, facilitation of coordinated multisectoral actions, enhancement of intervention and service delivery such as mass drug administration, vector control and case management, engagement and empowerment of communities, and strengthening of monitoring, evaluation and surveillance.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, MTD and overall guidance of the Director, Programmes for Disease Control, the incumbent will perform the following duties, in coordination with relevant departments at WHO headquarters (e.g. Global Malaria Programme, Global Programme on Neglected Tropical Diseases, WHE), Regional Office, Mekong Malaria Elimination (MME) Initiative, country offices, Member States and partners, to collectively fulfil the unit mandate and contribute to the thematic priorities set out in For the future: towards the healthiest and safest Region: a vision for the WHO work with Member States and partners in the Western Pacific:

- Coordinate and support the development of regional strategies, plans and guidance for malaria elimination and arboviral disease prevention and control in the Region, through ongoing engagement with Global Malaria Programme and Global Programmeon Neglected Tropical Diseases, and in line with the latest global WHO roadmaps, strategies and guidelines responding to the needs of the Member States;

- Support WHO country offices in the translation of global and regional strategies and plans into national programmes for malaria elimination and arboviral disease prevention and control and monitor implementation of such strategies and plans in the Region;

- Coordinate, support and monitor strengthening of vector control and entomological surveillance and promotion of integrated vector management across sectors and diseases in the Region, in line with WHO guidance documents such as the WHO Global Vector Control Response 2017-2030, including coordination of procurement and monitoring of use of vector control supplies in the Region;

- Coordinate and manage strengthening of the diagnostic and laboratory capacity in the Region for malaria elimination and arboviral disease prevention and control, including regional therapeutic efficacy surveillance network and training and accreditation of malaria microscopy including external quality assessment, quality assurance and external competency assessment of malaria microscopists (ECAMM), management of ECAMM e-hub and maintenance of the regional malaria slide bank;

- Coordinate and technically support operational research efforts to accelerate malaria elimination and arboviral disease prevention and control in the Region, in collaboration with relevant WHO collaborating centres and other research institutions;

- Lead advocacy efforts and explore various opportunities to mobilize necessary resources to accelerate malaria elimination and arboviral disease prevention and control in the Region;

- Enhance and manage country data collection, management and monitoring on arboviral diseases at the regional level in coordination with WHE and DSI;

- Backstop data related matters for malaria and NTDs, including data collection from Member States for World Malaria Report, data of the MME initiative or ad hoc surveys on the impacts of COVID-19 on malaria and arboviral disease programmes in the Region.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, entomology or biological or veterinary sciences from a recognized university with postgraduate degree in public health. Desirable: Postgraduate degree or training in a field related to medical entomology, parasitology or tropical medicine.

Experience

Essential: Minimum seven years of experience in malaria elimination or arboviral disease control at the national and international level, with working experience in low- and middle-income countries. Desirable: Work experience in entomology and/or vectorcontrol at the regional and country level, in Asia and the Pacific.

Skills

- Specific expertise and experience in the field of medical entomology with particular focus on malaria and/or arboviral diseases in the wider context of public health and the global and regional environment;

- Disease specific expertise should include epidemiology, entomology, diagnostics, therapeutic efficacy monitoring, disease control and elimination strategies, updated knowledge of new tools and global and regional strategy development;

-Broad experience on health system strengthening efforts;

-Knowledge of and experience with programmatic realities at country level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3096 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
