Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules, and regulations of UNOPS, to achieve the outcomes sought by the clients.

Functional Responsibilities

Under the direct supervision of the Project Manager, and close coordination with the Head of Programme, and Project Team Members, the Technical Officer (Environmental - Solid Waste Management) will be responsible for supporting in: - Performing technical assessment, planning, designing, formulation of detailed technical requirements, monitoring implementation of Solid Waste management (Medical Waste Management) projects; - Coordinating with relevant partners and stakeholders working in Solid Waste Management sector and Medical Waste Management; - Managing and disseminating knowledge and lessons learned internally and externally.

The Technical Officer (Environmental - Solid Waste Management) will provide his/her technical expertise in the field of Solid Waste Management/ Medical Waste Management, as required to support and coordinate any related designs assigned, supervision, commissioning and related documentation works. He/she is expected to support the project management processes including document control relevant tasks , technical review of the design and specification, budget and time management of the relevant project activities.

The Technical Officer (Environmental - Solid Waste Management) shall perform the functions, tasks and duties in accordance with pertinent international standards and codes of practices, local environmental legislations, laws, and decrees, the directives and guidelines of the pertinent Ministries, municipalities and other governmental administrations and entities.

The tasks would involve, but not limited to, the following: 1. Technical Tasks 2. Administrative Tasks 3. Knowledge Building and Knowledge Sharing

1) Technical Task: - Support the project team in conducting or reviewing thesurvey and needs assessment tasks/reports (Determination of goods, rehabilitation works, etc.) Contribute to recommending the most feasible technologies for the Solid Waste Management/ Medical Waste Management, as and when necessary; - Assist in reviewing design briefs, design reports, comprehensive design documentation (e.g. calculations, drawings, specifications, schedules, etc.) and other project documents that address the clients and stakeholder particular needs, requirements and specifications along with detailed comparative analysis (Technical, environmental, financial, legislative, administrative, etc.) of various technical options and their potential impacts; - Support in identifying the process of applying for and obtaining licenses from the pertinent Ministries, Municipalities, Governmental administrations and entities, for the projects to be developed and implemented (e.g. provide guidance towards preparation and submission of applications to the Ministry of Environment, preparation of Environmental Social Health Impact Assessment Studies- ESHIA, etc.); - Participate in the preparation of Terms of References for: Consultancy Services, Individual Technical Assistances or any other services providers, within the field of Solid Waste Management/ Medical Waste Management; - Support in the technical reviews, providing comments, and approving/disapproving deliverables of the Consultants’, Suppliers’, or Contractors’ Technical Submittals, Materials catalog sheets, Shop Drawings, As-Built Drawings, reports, deliverables, etc.., site inspections, assessments, quantity surveying and preparing reports as required and providing advice on suitable alterations, and guiding contractors on all related issues, and ensuring that they meet the high standards expected by UNOPS, while delivering the projects within the set time and budget constraints; - Collaborate with the Project Team in the preparation of Tender Documents (Concerned with Consultancies, Supply of Goods, and Works) and evaluation of Proposals.

2) Administrative Tasks: - Assist in archiving and documenting Solid Waste Management/ Medical Waste Management related material; - Assist in performing scheduling requested tasks related to Solid Waste Management/ Medical Waste Management activities; - Assist in identifying risks and bring it to the attention of relevant stakeholders to ensure smooth implementation of the projects; - Assist in ensuring proper engagement with stakeholders (internal and external), Project Steering Committee- PSC, PMU for effective planning and implementation of the projects in a coordinated manner; - Assist in coordinating meetings with donors, partners, clients, stakeholders. Ministries, International Organizations and counterparts ensuring necessary integration with the stakeholders; - Join the project team in their meetings/discussions with national and international clients and address requirements when required; - Assist in reviewing progress and financial reports (invoices) submitted by consultant/ suppliers/ contractors and recommend to the Project Manager the release of payments after technical assessment; - Assist in preparing progress reports/updates (daily, weekly, monthly reports, etc.) and pertinent presentations, and; - Perform any other tasks as might be requested by the Project Manager and/or the Head of Programme.

3) Knowledge Building and Knowledge Sharing: - Contribute to the project evaluation process, Assist in providing training and knowledge transfer to the Project Team Members, consultant/contractor personnel, including advice on sound construction and engineering practices (e.g. deliver capacity building presentations, educative sessions and/or training activities for stakeholders and beneficiaries of the projects, etc.); - Support the awareness and outreach campaign which will be implemented in coordination with the donor, client, and stakeholders; - Assist in the dissemination and sharing of best practices and lessons learned for development planning and knowledge building, and; - Provide feedback to the Project Manager and/or the Head of Programme and report on lessons learnt, with an aim towards continuous improvement of working practices.

Education/Experience/Language requirements

Education: - Master’s Degree (or higher) preferably in environmental engineering, engineering, environmental studies/science, or a field related to waste management is required. - Bachelor's Degree in combination with 2 additional years of relevant professional experience may be accepted in lieu of a Master's Degree. - Project Management Certificates will be an asset.

Experience: - At least two (2) years (or more depending on academic credentials) of experience in two or more of the following fields is required: Environment, Solid Waste Management, or Medical Waste Management, including tasks in the area of solid waste management: feasibility studies, management, implementation and evaluation of projects in the field of medical waste management. - Experience in the management of medical waste in the Middle East region is required, - Experience in preparing and reviewing Environmental, Social Health Impact Assessment (ESHIA) studies for Solid Waste Management Projects is an asset. - Experience in the implementation of projects that required coordination at a multi-stakeholder level is an asset. - Experience with an international organization and/or UN agencies will be an asset. - Knowledge of the pertinent environmental legislations in the middle east region is an asset. - Knowledge of the best international practices and technologies adopted, accredited and applied for Solid Waste Management/ Medical Waste Management projects is an asset.

Computer Skills: - Proficiency in the use of computers and cloud-based office software packages (Google Suite) is desirable. - Experience in handling web-based management is desirable.

Language Requirements: - Fluency in English and Arabic is required.
