What we are looking for:

A seasoned professional with senior management experience working in complex and volatile contexts with protracted crises and refugee hosting countries to lead as the Head of Operations, ensuring the effective setup, development and management of the Human Mobility Hub (HMH) operational functions.

The Head of Operations will lead the implementation of a high-quality, holistic programme and therefore must have significant understanding of North Africa’s humanitarian, political and socio-economic context, and main challenges affecting people on the move in North Africa

What you will do:

Development and management of systems:

  • Responsible for developing and managing the operating model strategy of the HMH to maximize viability, cost-effectiveness, and overall value.
  • Develop HMH Standard Operating Procedures to ensure that support, program, and Health Safety and Security (HSS) coordination mechanisms and procedures are in place for an effective and efficient response.
  • Responsible for the HMH support function, compliance and risk management systems.
  • Responsible for the Partnership contracts management under the HMH.

Operational Management:

  • Manage and operationalize the HMH operations in line with HMH strategy and defined operating model
  • Responsible for the day-to-day operational oversight of the HMH, including the management of logistics, finance, and the monitoring and evaluation (M&E) functions
  • Act as the primary focal points for the coordination of functions of HSS and Access with the MENA Regional Office
  • Responsible for the master budget development including assessing and monitoring costs and resource allocation needs.
  • Monitor logistics and procurement to ensure efficient and timely delivery of resources
  • Responsible for coordination of monitoring activities and line management of MEL functions of the HMH
  • Responsible for overseeing the HMH recruitment in close collaboration with MENA Human Resources and ensure that staff are trained and are aware of the minimum standards and have the specific knowledge to carry out their responsibilities in a safe and effective manner

Partnership Management

  • Responsible for developing the HMH Partnership Management System, including the creation of Standard Operating Procedures for HMH internal operations and collaboration with partners.
  • Oversee partnership management procedures, complementing the role of Programme Development Managers, who serve as the primary contacts for programmatic development with partners.
  • Lead and coordinate the due diligence processes for partners as part of the partner selection.
  • Responsible for managing partner contracts, which includes preparation, review, and monitoring.
  • Provide recommendations and feedback to the HMH team on improving partnership approaches and processes.
  • Engage with Regional Office for support from relevant NRC staff and departments, as required for the smooth functioning of the operations.

Resource mobilisation

  • Support resource mobilization efforts aligned with HMH's programmatic strategy and manage the HMH grants function
  • Deputize for the HMH Director upon delegation and as necessary

What you will bring

  • Minimum 4 years’ experience from a senior management position either as Head of Operations, Head of Support, Chief of Party or a similar role for a humanitarian organization
  • Experience from working in complex and volatile contexts with protracted crises and refugee hosting countries. Prior experience working in the MENA Region is mandatory.
  • Significant understanding of North Africa’s humanitarian, political and socio-economic context, and main challenges affecting people on the move in North Africa
  • Resource allocation and costs expertise
  • Expertise working with local actors is mandatory
  • Demonstrated experience in compliance and development of support systems
  • Budgeting, resource allocation and resource mobilisation
  • Excellent written and oral communication skills in English. French and/or Arabic is highly desirable.

What we offer

  • Duty Station: Any NRC country office in MENA (Jordan, Iraq, Lebanon, Libya, Tunisia, Palestine, Syria, Yemen)
  • Contract: 12 months (Fixed-term renewable based on performance, funding and need for the position)
  • Travel: Upto 30% within the areas of operations (mainly MENA)
  • Salary/benefits: grade 11 on NRC’s salary scale, with accompanying terms and conditions

The Hub will produce strategic analysis, regional linkages and capacity sharing to advance the protection of migrants, refugees and asylum seekers in transit and displacement settings.
