OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, Health Surveillance, Disease Prevention and Control, and the general supervision of the PAHO/WHO Representative, the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support and collaborate in the planning, development, implementation and monitoring of plans, programs and projects related to environmental health (drinking water, air quality and health, chemical safety, childhood environmental health and climate change) and workers’ health with the Unified Health System (SUS), in conjunction with strategic actors, observing the approaches of the social determinants of health, human rights, equity, gender and ethnicity;
  2. Serve as Focal Point for the Cooperation Agreement between PAHO/WHO and Ministry of Health, State and Municipal Health Secretariats; provide support for the implementation and strengthening of policies, plans, programs and projects related to environmental health (drinking water, air quality and health, chemical safety, childhood environmental health and climate change) and workers’ health;
  3. Support the preparation of PAHO/WHO documents on environmental health (drinking water, air quality and health, chemical safety, childhood environmental health and climate change) and workers’ health;
  4. Support national authorities from different sectors in the implementation, evaluation and expansion of capacity related to health surveillance, including strengthening institutional capacity in environmental health agendas (drinking water, air quality and health, chemical safety, childhood environmental health and climate change) and workers’ health, especially considering vulnerable areas and population groups;
  5. Support the preparation, implementation and monitoring of research and projects in partnership with research institutions on environmental health and workers' health, in line with PAHO's strategic plan and national institutions;
  6. Support the survey and facilitate access to relevant policies, technical documents and other publications on environmental health and workers’ health, and provide technical support on knowledge management, using all available means for the dissemination of relevant technical and scientific information;
  7. Participate in national and regional technical working groups and meetings on environmental health and workers’ health, as well as promote the participation of the competent departments of the Ministry of Health in the corresponding regional events;
  8. Collaborate in the preparation of the Representation's Biennial Work Plan (PTB) and in the execution of technical co-operation, including the analysis of political, technical and socioeconomic realities related to environmental health and workers’ health;
  9. Advise and support national technical teams related to their scope of work regarding requests for technical cooperation, preparation and submission of documentation to PAHO, in accordance with operational procedures;
  10. Support the development and updating of documents and progress reports related to the implementation of the project at the national level, including data collection and monitoring of baseline indicators, assessing risks at each stage of its implementation;
  11. Support the Unit Coordinator in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation under his responsibility, and participate in the interprogrammatic work to achieve the maximum levels of efficiency and effectiveness;
  12. Support technical organization and participate in relevant workshops, consultations and expert meetings and training of national stakeholders, including, but not limited to, document development or editing, research and planning (guidelines, technologies, national policies, and technical guidance);
  13. Mobilize financial and non-financial resources, by assisting national authorities in preparing proposals and project plans and by facilitating cooperation;
  14. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor´s degree in a health science from a recognized university. Desirable: Specialization in environmental health surveillance would be an asset. A master’s degree in public health would be an asset.

Experience:

Essential: Five years of professional experience in public health focused on environmental health, and experience in project management and programs in the areas of environmental health and worker’s health.

Desirable: Working experience in multilateral organizations oriented to health cooperation in the fields of environmental health and worker’s health and working experience in human health risk assessment studies for chemical exposure and development of health care protocols for population exposed to chemical substances.

Technical Expertise:

  • Technical expertise in environmental health surveillance, including knowledge and skills in the areas of drinking water quality surveillance, chemical exposure, air quality and health and climate change.
  • Knowledge of chemical safety and strategies and skills to support its implementation at the national level, including therapeutic guidelines and protocols for chemical substance exposure and human biomonitoring of environmental chemicals.
  • Knowledge and expertise in the implementation of technical cooperation strategies for strengthening institutional capacities related to Water, Sanitation and Hygiene (WASH), climate change, and air quality and health.
  • Knowledge and competence to develop technical cooperation strategies for strengthening the health sector in the implementation of integral health care actions for workers, promoting workers' health and improving work environments.
  • Knowledge and experience in planning, monitoring and evaluation of technical cooperation actions at the national level in the areas of environmental health and workers’ health.
  • Strong interpersonal skills, diplomacy, and tact to effectively communicate with senior level officials, multiple stakeholders, Voce and professionals from diverse cultural and professional backgrounds.
  • Strong oral and written professional skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of Portuguese with working knowledge of English and Spanish. Knowledge of French would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
