PURPOSE OF THE POSITION

In the context of the WHO Health Emergencies Incident Management System (IMS), at the regional level, the incumbent will provide technical support to the incident management teams, Ministry of Health (MOH) and other partners in strengthening case management and response activities, overseeing and monitoring implementation care and needs for management of affected populations, throughout the full cycle of the incident in Republic of Moldova and Central Asian Republics.

OBJECTIVES OF THE PROGRAMME AND OF THE IMMEDIATE STRATEGIC OBJECTIVE

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries to prepare and respond to forthcomming phases of COVID-19 pandemic, and assist countries managing emergency medical needs of refugee population in the cotext of Ukrainian crisis.

Based on priorities set by COVID-19 clinical pillar lead and the WHO Heads of Respective Country Offices in Central Asian Republics and Republic of Moldova, under the overall guidance of the Regional Emergency Director, the incumbent will act as the technical point for case management under the clinical management lead, and within the clinical management pillar of the response. S/he will provide support to the WHO Country Offices (WCO), the Ministries of Health and partners to improve the provision of appropriate clinical and nursing care to patients relevant to a COVID-19, seasonal influenza, and emergency, trauma and acute care of refugees in the context of Ukraine crisis.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

While strictly adhering to the WHO standards, the incumbent will

  1. Support incident management with needs assessments and liaise with technical units in establishing needs of the affected population in regard to case management including referral pathways.
  2. Provide technical advice on all issues related to case management, critically reviewing, analysing and using evidence based data for setting up or adapting case management tools, interventions and approaches.
  3. Develop systems and procedures for emergency triage at healthcare facilities.
  4. Support the response teams in instituting appropriate case management measures; provide training to the healthcare workers, hospital management and auxiliaries.
  5. Support to the national and local health authorities to develop and communicate messages with the medical and health communities on clinical features and effective behaviours.
  6. Provide technical advice to the logistics team in the specification and quantity estimations supplies, medications and PPE etc
  7. Support countries in devising clinical guidelines, standard operational procedures and quality of care indicators for monitoring including strengthening operational research capacity
  8. When applicable, contribute to coordination and case management meetings with MoH and clinical partners/EMTs, including case reviews and quality assurance meetings and visits.
  9. Contribute to maintaining an overview of the health related situation in the country, analyse and synthesise incoming field information on treatment, health facilities, and health workers, ensure that updates are provided on a regular and timely basis to all levels of the response.
  10. Support inter and post action reviews as well as Joint External Evaluation efforts
  11. Where required, provide technical advice on the establishment/strengthening of isolation facilities based on standard guidelines and principles for infection prevention and control as deemed necessary.
  12. Perform any other incident-specific related duties, as required by the functional supervisor.

EDUCATION

Essential: Advanced university degree (Master’s level or above) in the Medicine or Nursing field with specialized qualification in emergency medicine, anesthesiology, intensive care, trauma care, infectious diseases from an accredited/recognized institute. Desirable: Advanced university degree in Public Health. Additional professional training/specialization in health systems, hospital management, training & education, and/or other related area. Completion of the WHO Emergency Medical Team coordination cell training course. Advanced Adult/Pediatric Life Support certification.

EXPERIENCE

Essential: At least seven years' practical experience, at the national and/or international levels, in the development, advocacy, planning, implementation of case management and clinical care activities/infectious diseases in outbreak, disaster or humanitarian emergency. Desirable: Experience in epidemiology, research and analysis, and/or the development of training tools, clinical guidelines or standard operational procedures and/or monitoring and evaluation of clinical and case management capacities. Previous experience with WHO, other UN agencies, Emergency Medical Teams, ICRC, health cluster partners, recognized humanitarian organizations or nongovernmental organizations is desirable.

USE OF LANGUAGE SKILLS

Essential: Excellent knowledge of English and Russian language. Desirbale: Working knowledge of another WHO official language would be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,368 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
