Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Under the direct supervision of the Technical Specialist Humanitarian Cash Transfers, the Technical Officer Cash Transfers would be responsible for:

  1. Programme Management

  2. Helps manage and provide technical support on programmes with cash components to ensure adequate support scale-up and delivery. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections, Cooperating Partners, and government agencies.

  3. Provide guidance on cash-based transfer program design, delivery and assurance, in line with the new corporate Business Process Model (ad-interim version April 2020) and other corporate guidelines;
  4. Coordinates with operations to facilitate timely processing and reconciliation of cash interventions.
  5. Provide day-to-day oversight and support to cash operations including facilitating the implementation and monitoring of cash-based programmes at the Field Office-level.
  6. Contribute to Country Office and national emergency preparedness and contingency planning to respond to humanitarian crises and needs.
  7. Prepare the necessary budgets/ budget amendments in consultation with sections for the implementation of the proposed cash projects.
  8. Ensure the cash interventions integrate gender, child protection and disability considerations in line with UNICEF policy commitments and guidance.

  9. Field Support

  10. Supports field offices in rolling out and effectively implementing programmes with direct cash payment components.

  11. Provide support for cash feasibility assessments including the design of assessments to analysis of the data and write-up of the report.

  12. Knowledge Management

  13. Support documentation of lessons learned on cash programming.

  14. Support the information and knowledge management of cash operations in Sudan.

To qualify as an advocate for every child you will have…

  • A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • A minimum of 2 years of relevant professional experience. Experience in designing and implementing cash transfer programmes is required. Working with UN Agencies on cash transfers is considered an asset.
  • Experience working in a developing country is considered as a strong asset.
  • Background and/or familiarity with emergency is considered an asset.
  • Fluency in English and Arabic is required.
