This is a rare and exciting opportunity to support and contribute the development, implementation and maintenance of the NRC Safety & Security incident and information management system. A dedicated, innovative and experienced security professional with solid incident recording, mapping and systems management experience is needed in the NRC Head Office, Oslo, Norway.

What we are looking for

With experience working in High or Extreme risk contexts in a civilian capacity?

The Norwegian Refugee Council (NRC) is seeking an experienced and highly motivated Global Security Adviser for Incidents, Information & technology to work closely with the project lead for strategic initiative, while continuing developing and maintaining the HSS incident management system.

What you will doSome of your specific responsibilities include:

• Daily management of HSS Head Office components of the implementation and maintenance of Sharepoint or other incident management, recording, mapping and reporting tools.
• Ensures that records, such as of incidents, can be clearly analysed, presented and shared when necessary and regularly for mitigation implementation.
• Strategic follow up on incidents and crises to improve prevention and response systems and tools to support mitigation measures.
• Maintains an overview of the security context and maintain a flow of security related information and analysis between all levels of the NRC security structure regularly.
• Is the lead HO HSS section interface for the GDHSS, with other departments on digital tools, such as incident management and records.
• Develops and delivers security information, incident and incident analysis trainings as directed by the DS.
• Leading development and support of the section on the use of Kaya and other digital tools and platforms for information, training and other applications.
• Provides technical lead and guidance on HSS use of online and cloud storage and related security issues.

What you will bring

• Master’s Degree-level of education or equivalent work experience in a relevant field.
• Minimum 7 years’ experience from working in humanitarian contexts: from programmes, access work, health, safety and security, etc. with technology as one of the main focus areas. 2 years or more must be from High or Extreme risk contexts from a non-military/police role.
• Solid understanding of principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination to include from high-risk non-military experience.
• Substantial and demonstrated prior experience in the use of digital tools and technology in an HSS capacity including training and analysis.
• An effective and professional training style.
• Demonstrated experience in incident reporting, incident recording and analysis.
• Substantial and demonstrated prior experience from risk management and risk/threat mitigation information management with an effective and professional ability to develop, implement, facilitate and impart information to senior management and to a wide range of audiences.
• Demonstrated experience in developing and delivery of e-learning/training.

• Excellent written and presentation skills in English. Additional language skills in Norwegian, Arabic, French and/ or Spanish are preferred.
