Result of Service Objective

General objective:

To formulate an education and training program in the virtual and face-to-face modality for capacity building of family farmers of the Confederación Campesina del Perú (CCP - Farmer Confederation of Peru) bases for strengthening their theoretical and practical skills in organic fertilization and agroecological approaches to mitigate the impacts of climate change.

Specific objectives:

a. Design and develop training modules on organic fertilization technologies, water management with a basin approach, and technologies for the generation of alternative energy to fossil energy to be implemented with family farming producers from the CCP bases.

b. Design a proposal for implementing the capacity building program aimed at family farming producers of the CCP bases in the face-to-face and virtual modality.

Outputs

Output 1. Empower farmers and indigenous groups/organizations to promote sustainability through capacity building. Implementing these training modules will benefit indigenous farmers and positively impact the region by reducing greenhouse gas emissions and providing sustainable alternatives to traditional farming methods.

Product No. 1. 1. Report containing a work plan that includes a strategy to improve and recommend ways forward for the activities and sessions developed within the Platform of Indigenous Peoples to face Climate Change (PPICC). The plan will also have a report of the actions developed to date under the PPICC. 2. A proposal for two theoretical modules about the actions needed to face the food crisis in Peru. The proposal will recognize the current situation in the regions where the indigenous organization has bases, and it will research from several sources. The proposal will include pathways forward and recommendations.

Output 2. Design and develop training modules in organic fertilization technologies to generate alternatives across the country. This effort will equip indigenous farmers with the knowledge and skills they need to adopt renewable energy sources in their daily operations.

Product No. 2. Report containing a proposal for the "Theoretical-practical module." The module aims to take action against the food crisis based on the production of organic fertilizers in Peru. - The report will include an introduction to the food crisis in the country and the world in general. It will also summarize the proposals put forward by farmer’s organizations, and lessons learnt from some pilot or practical experiences.

Product No. 3. Report containing a proposal for the theoretical-practical module "Action against the food crisis and climate change based on agroecological production in family farming." This report must include ¿ A narrative about family farming, its importance in the generation of employment and food production and the preservation of the environment. ¿ Considerations on agroecology and its progress in family farming and peasant communities. ¿ Synthesis of the experiences promoted and validated by the Peasant Confederation of Peru (CCP) and its grassroots federations, testimonials from producer families, technical proposal and projected results

Product No. 4 A report containing the proposed action against drought caused by climate change, including an analysis of green hydroponic fodder production and the necessary materials with videos and explanatory texts. Likewise, the report must include elements of the context of the periods of drought that affect producer families. Some aspects to consider are actions promoted by peasant families and grassroots organizations of the CCP as measures for adaptation against climate change.

Finally, the report must have a technical proposal to implement appropriate technology, such as the production of green hydroponic fodder and its projection in the application in producing families.

Duties and Responsibilities Purpose

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region. Its activities are integrated into the Medium-Term Strategy, and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

Throughout the work that UNEP engages in, the Paris Agreement on Climate Change marks a turning point to an emerging climate regime that brings all the states and the actors together to a new global platform to address the growing risks to our planet.

The climate crisis that affects the planet continues to worsen, and its effects, which threaten to become irreversible, continue to affect the territories and populations of all the Andean countries, including Peru. The recent COP 27 held in Egypt has confirmed that global temperatures continue to increase, and greenhouse gas emissions have not been reduced.

These patterns are no exception in Peru and are caused by the rapid and continuous advancements of the deforestation of entire forests in the Amazon, driven by the benefits extracted for transnational companies in the soybean and meat industry. In the meantime, forest and bushfires are worsening, and floods are spreading, effects which Peru is no stranger to, among other consequences.

It has been verified that the deterioration of the quality of life on the planet is due to the increasingly harmful effects of climate change, which significantly affect the lives of the most vulnerable populations in developing countries, including indigenous people, many of whom are in the Andean region.

These precarious situations are exacerbated if we account for the current economic crisis and the war in Ukraine, which have contributed to the global energy crisis. These situations have aggravated the imminent and intensive use of fossil fuels, which delays the transition to a greener energy grid. In addition, the global food crisis is increasing the risk of famine due to the increase in food prices, fertilizers, and food shortages due to the alteration of the supply chain.

The Food and Agriculture Organization (FAO) considers Peru a country at risk of famine and the most vulnerable country in the Americas, where more than half of the population is in danger of food insecurity. The country is at risk of food shortages because fewer hectares than average have been planted due to the lack of fertilizers and high prices. Likewise, climatic phenomena and extreme weather events such as droughts, cold temperatures and forest fires worsen the complicated food supply in the country.

In this context, this consultant is needed to propose a set of actions to strengthen the capacities of family producers and farmers to implement technological innovation activities and capacity improvement. The goal is to overcome the difficulties presented to guarantee agricultural production and agroecological livestock and generate renewable energy that contributes to mitigating the effects of climate change.

With this in mind, UNEP and the government of Perú have designed a project for the Partnership Action Fund (PAF), funded by the NDC Partnership (Nationally Determined Contributions Partnership). The fund supports NDC enhancement and implementation by reinforcing technical expertise and capacities to address gaps in developing country members. The PAF will complement the NDC Partnership’s implementing and development partners’ existing support offerings to catalyze further climate action. Among other things, this project will support the mainstreaming of cross-cutting topics like equal participation, inclusivity of indigenous and aboriginal peoples and knowledge, and the education of the general public on NDCs for their transparency and legitimacy.

In this sense, UNEP LACO is recruiting a Technical Advisor for the Indigenous Advisory Committee to implement public participation mechanisms in Peru to strengthen their NDCs and Transparency goals. The incumbent will be supervised by UNEP’s Programme Management Officer for Climate Change unit in Latin America and the Caribbean Office and will work home-based.

Qualifications/special skills Qualifications Required

EDUCATIONAL BACKGROUND: ¿ Bachelor's degree in communication or social sciences is required. ¿ Master's degree in public management and/or local and community development planning (desirable).

WORK EXPERIENCE: ¿ Minimum two (2) years of working experience with agricultural or non-governmental organizations (required). ¿ At least six (6) years of experience in the public and/or private sector linked to social projects and communication processes (desirable). ¿ Experience providing technical advice to indigenous organizations in climate governance spaces (desirable). ¿ Preferably with experience in environmental issues, climate change, and interculturality (desirable).

LANGUAGE: ¿ Fluent in Spanish (required). ¿ Confident level of English (desirable)
