Purpose of Activity/Assignment:

The Technical Advisor Contractor, based in the Ministry of Health (MoH), will support MoH, National Emergency Response Council on HIV and Aids (NERCHA) and Coordinating Assembly for Non-Governmental Organizations (CANGO) to strengthen the technical capacity and government systems for enhanced oversight, quality assurance, and implementation monitoring of combination HIV prevention interventions for adolescent girls and young women, with emphasis on the Global Fund (GF) supported AGYW programme. Scope of Work: • Strengthened AGYW programming capacity and coordination between government and relevant sectors, implementing partners and civil society organisations including youth-led initiatives • Strengthened AGYW programming monitoring • Adapted/Enhanced implementation of the GF AGYW programme • Development of new Adolescent and Young People (AYP)/AGYW strategy • Development of the New Funding Model 4 AGYW proposal

Work Assignment Overview:

The contractor will support MoH, NERCHA, CANGO and GF implementing partners by providing technical expertise through the following specific tasks:

Capacity and Coordination

1. Strengthen the meaningful engagement and coordination with the Ministry of Health, Ministry of Education and Training, Ministry of Sport, Culture and Youth, UN Agencies, PEPFAR, and major Civil Society partners. 2. Provide technical support to strengthen the involvement of AGYW Constituencies in the National and Regional Coordination Structures. 3. Support MoH and NERCHA to restructure and improve the AGYW partner coordination and management, including restructuring and improving the biannual and annual national coordination meetings, development of outputs or indicators for the AGYW program that can be tracked quarterly as part of existing national Coordination efforts. 4. Support NERCHA with high-level advocacy with the Ministry of Health, Ministry of Education and Training, Ministry of Sport, Culture and Youth, and other government, UN, CSOs, PEPFAR, and private sector partners to mobilize additional resources for AGYW programs in the country

Programme Monitoring

5. Support MoH, NERCHA and CANGOs AGYW team to develop and monitor the AGYW programme key performance indicators (KPIs) in alignment with GF M&E plan and other additional programme indicators 6. Build capacity for the rollout and monitoring of the AGYW programming in the Global Fund project sites, particularly in ensuring that NGO, CSO and government partners are working in alignment. 7. Ensure interventions are aligned with national policies and strategies. Enhanced Implementation 8. Provide technical oversight in the operationalization of the AGYW Minimum Package to standardize programming across GF implementers 9. Support implementation adjustments and enhancement based on the AGYW voices report, outcomes from the component 1 analysis and the LTA spot checks 10. Support implementation of the recommendations from UNICEF report “Meaningful Engagement of Adolescents and Young People in the Development of the Global Fund supported AGYW Programme in Eswatini”. Strategy and proposal development 11. Provide technical support to MoH, NERCHA and National line ministries to develop the national AYP/AGYW strategy 12. Provide technical support to GF implementers on the development of the NFM 4 AGYW proposal.

  • Recommendations on improving engagement
  • Resource mobilisation recommendations and plan.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
