Purpose of Activity/Assignment:

In 2014, Eswatini Ministry of Health (MOH) adopted the client management information system (CMIS) that is an electronic health records (HER) system because the paper system did not allow for truly comprehensive patient care. The CMIS has the potential to improve clinical care and continuity of care of patients by improving data quality and access, reducing duplicated cases within the system, and improving patient flow and wait times within the clinic as well as ease the burden on providers, and possibly improve their job satisfaction. The CMIS has outpatient department (OPD) service modules for the main health programs: family planning, antiretroviral treatment (ART) for HIV-positive patients, antenatal care and prevention of mother-to-child-transmission (ANC/PMTCT), tuberculosis, child welfare, and outpatient curative services. It is also using registration, laboratory, and pharmacy modules. To date, 70% facilities have implemented the CMIS. With the CMIS, data are entered only once. However, there is room of improvement especially in the following areas among others: expand the CMIS for in-patients, no inter-operability with other monitoring and reporting data system (i.e. CRVS), linking the CMIS with lab system and Central medical Store (CMS) system; no clear capturing of some important indicators (nutrition, disability, COVID-19 vaccination), difficulties extracting individual patient data, need of a dashboard to visualize the data. Therefore, UNICEF is looking for a National consultant to support MOH Health Information Management System (HIMS) to improve the CMIS for data collection, data quality, data visualization and data use for better programming.

Scope of Work:

Under the direct supervision of the UNICEF Health Specialist and the oversee of the chief of CSD, the consultant will work closely with MOH HIMS to:

• Provide technical support towards the interoperability of the school health data with health facility CMIS data.
• Provide technical support towards the development of the community electronic data collection system and provide guidance on how it can be linked with CMIS for continuity of care at community level.
• Strengthen the use of data collected on the electronic Maternal Perinatal Death Surveillance and Response (eMPDSR) data collection system to improve perinatal and maternal death audits.
• Strengthen nutrition reporting through improving the nutrition data collected through CMIS at health facility level and community level, strengthen analysis of nutrition data available and use of nutrition data for forecasting.
• Provide technical assistance to improve CMIS disaggregation of data and inclusion of disability indicators.
• Strengthening the use of dashboards to improve data quality, data analysis/visualization and data use.

Bachelors in social sciences, statistics, development planning, or other related fields is required.

Knowledge/Expertise/Skills required:

• A minimum of 5 years’ work experience in Programme Management, Monitoring and Evaluation and/or Knowledge Management is required
• Excellent knowledge of MS Excel (pivot tables and functions) is required.
• Proven technical expertise for managing data capture and storage, analyzing diverse datasets, and presenting information in understandable ways including visualization tools and reports is required.
• Experience in a client-orientation and key coordination role with strong analytical, interpersonal and communication skills is required.
• Relevant hands-on experience in CMIS, research and implementation of digital innovation is an added advantage.
• Experience in conducting implementation of digital innovations, preferably in Eswatini or neighboring countries.
• Be fluent in oral and written communication in English.
• Demonstrable experience in developing monitoring and/or evaluation frameworks or methodologies for Ministries of Health.
• Experience working in UNICEF/UN or NGO organizations is a significant advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
