Job description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. Owned by the Federal Republic of Germany, the organisation operates as a private-sector enterprise with a development policy mandate: to make sustainable improvements to the living conditions of people in the countries where we operate. The organisation’s business area - GIZ International Services - is the vehicle for offering GIZ’s services to international clients.

GIZ International Services is currently preparing to bid on the EU funded tender: Urban and Regional Cooperation with High Income Countries and other key partners in Asia/Pacific – “UrbanHICs+”.

The project’s objective is to drive "City-to-City Cooperation for Sustainable Urban Development" between the EU and Australia, New Zealand, India, Japan, Republic of Korea, Singapore, Malaysia as well as China, Hong Kong and Taiwan.

Your tasks

The Team Leader has the overall responsibility for the development and implementation of the work plan within the given contractual budget. He supervises the delivery of planned outputs and outcomes and ensures close coordination and partnership with other components of the programme, concerned DG’s, EUDs in the region and other relevant stakeholders. These tasks include but are not limited to:

  • Responsibility for the preparation of the overall and annual work plans (WP) in collaboration with the project team
  • Lead and coach the team for an efficient implementation of the WP
  • Liaise with relevant stakeholders as needed for efficient and effective implementation of the WP
  • Ensure the project team has sufficient capacity to fulfil the contract to the client’s expectations
  • Responsible for the technical progress of the project and communication thereof to clients in line with set timelines
  • Supervision and coordination of all administrative staff of the project
  • Responsible for the preparation of technical reports and planning documents as well as communication materials to ensure greater visibility and presence of the programme, its contents and key partners
  • Supervise the organization of institutional meetings, such as the Steering Committee of the programme, workshops and other events
  • As needed, represent the programme to communicate about and advocate for the objectives and work achieved
  • Contribute to regular financial forecasting of the overall and local budget.

Your profile

Qualifications and skills:

  • Master degree in the field of sustainable urban and/or regional development, urban planning, economics, international studies, political science or equivalent experience of 10 years;
  • Strong coordination and communication skills to link technical and conceptual aspects of cooperation projects and facilitate stakeholder interaction;

  • Excellent English expression both orally and in writing (including excellent report writing);

  • Strong management and excellent leadership and coaching skills;
  • At least 5 years of experience in the South-East Asian/ Pacific context, i.e. economy, culture and customs
  • Public speaking and presentation skills;
  • Analytical and computer literacy.

General Professional experience:

  • At least 5 years of relevant international senior level management experience in a large organisation or institution.

  • At least 10 years of relevant international experience working in development cooperation, in the context of regional innovations, business cooperation, sustainable urban development;

  • At least 7 years of professional experience in developing and emerging countries;

  • At least 5 years of professional experience in South-East Asia/Asia.

Specific professional experience:

  • Proven experience as a Team Leader on a long-term assignment funded by the European Union involving multiple stakeholders (over 12 months) in the last 5 years;
  • At least 8 years in project management or coordination, including project planning and progress monitoring;

  • At least 3 years of experience in managing short-term experts

  • Experience in city-to-city and region-to-region cooperation as well as in cooperation between governments, private sectors and academia;
  • Experience in facilitating policy dialogues;
  • Experience in projects facing environmental and climate-related risks as well as promoting gender equality and the empowerment of women and girls would be a strong asset;
  • Experience in capacity building of SMEs for sustainable connectivity would be an asset;
  • Experience in economic entrepreneurship would be an asset.
