Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „****Knowledge Hub for expertise on Health, Social Protection and Socio-Economic Inequalities” in Brussels.

The overall objective (Impact) to which this action contributes is to increase the benefits generated by the human development aspects/components of EU programmes for the target population, including women, people and groups living in poverty and vulnerable situations, at global, regional and country level.

The Hub will provide expertise and knowledge to EC HQ services and EU Delegations worldwide in the areas of addressing health, socio-economic inequalities and social protection. It will support sector specific policy formulation in these areas, including covering Social Protection across the Humanitarian-Development-Peace Nexus (SPaN), and contributing to EC participation in international initiatives.

Your profile

Qualifications and skills

Mandatory:

  • Master’s Degree (or equivalent diploma) in a field related to economic development, social sciences, human development, public health. In its absence, the master degree can be replaced by 5 years of professional experience in one or more of these fields, in addition to the minimum general professional experience;
  • Proficiency in English, including writing official documents (at least level C1).

Asset:

  • Health sector related undergraduate studies or equivalent;
  • Knowledge of financial instruments (blending, guarantees, etc.);
  • Spoken and written French (at least level B2).

General professional experience

Mandatory:

  • At least 12 years of professional experience, covering health systems strengthening and social protection and/or socio-economic inequalities, including formulation, implementation, monitoring and evaluation of policies, programmes and projects (of which at least 5 years in developing countries14 in the field);
  • Previous experience as team leader of at least 1 year (equivalent to 220 working days).

Asset:

  • Previous professional experience in partner countries with EU programmes;
  • Good command of digital engagement methods, including digital meeting facilitation, digital co-creation, etc. and proficiency with the relevant tools.

Specific professional experience

Mandatory:

  • Professional experience of at least 5 years with international policies and strategies related to health, demonstrated by relevant missions, assignments and/or publications in the development cooperation context;
  • Professional experience of at least 5 years with the latest developments in the field of health, social protection and/or socio-economic inequalities, including national policies and the latest international developments (including governance issues), demonstrated by relevant missions, assignments and/or publications in the development cooperation context.

Asset

  • Professional experience with the policies of development cooperation agencies as well as with their programmes and processes;
  • Professional experience in higher level policy formulation and implementation related to health and social protection or inequalities.

Location information

The normal place of posting of the experts for lot 2 will be Brussels. Arrangements for teleworking from the experts’ place of residence can be possible.

Start date & period of implementation

The indicative start date of the contract is December 2022 for lot 2. The period of implementation of the contract will be 48 months for lot 2.
