OBJECTIVES OF THE PROGRAMME

The overall objective of the RMH Programme is to support Member States in the WHO African Region in the development, implementation, monitoring and evaluation of policies, strategies and plans for the promotion and protection of maternal and perinatal health during pregnancy,childbirth and the post-natal period in order to end preventable deaths and ensure well-being; to ensure universal access to sexual and reproductive health-care services, including for family planning; and to promote healthy ageing towards the attainment of Universal Health Coverage in the WHO African Region. Within the framework of the Global Strategy for Women's, Children's and Adolescents' Health (GSWCAH) (2016-2030) and in alignment with the UN Decade ofHealthy Ageing (2020-2030) the Programme works by supporting Member States to develop robust policies, strategies and plans aimed at reducing maternal andnewborn mortality and promoting the health and wellbeing of older persons that are guided by WHO recommended norms and standards. It provides technical assistance for building the capacity of Member States for the implementation of national policies for improving maternal and neonatal health and for increasing access to services for improving sexual and reproductive health and healthy ageing and supports countries to conduct social mobilization. In collaboration with the Assistant Regional Directors' Cluster, the Program also defines the regional RMH research and innovations agenda to generate evidence and strengthens RMH strategic information systems in countries for surveillance, monitoring, evaluation; conducting high level advocacy and strengthening partnerships through convening and coordination of key partners and stakeholders including AU, RECs, OAFLAD, H6, USAID, BMGF, Global Fund, Buffet Foundation, Professional Associations, civil society organizations etc.to promote harmonized approaches and increased resources for SRH/MNH and healthy ageing. The goal is to enable countries in the WHO African Region to ensure evidence-based policies and strategies are in place to achieve universal access to high-quality, integrated, health services, increase the coverage and quality of effective interventions, and to create mechanisms to measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Provide vision and guidance for WHO's work in leading the RMH Programme and coordinate thedevelopment of regional RMH policies, strategies, programmes and activities in collaboration with other WHO technical clusters, and partners, in an integrated manner in the context of Universal Health Coverage, ensuring people-centred approaches across the life course to address the priority health problems of different population sub-groups;Develop and manage the implementation, monitoring and evaluation of RMH work plans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures, while promoting integration of similar interventionin the RMH Team;Provide leadership to and manage the RMH staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, while promoting the principles of integrity, equity, value for money, and a respectful workplace in accordance with the Organization's policies, rules, procedures, and values;Drive the team members'collaboration and integration with other clusters and programmes to ensure that RMH interventions are integrated in strategies on universal health coverage,primary health care, and communicable diseases and non-communicable diseases programmes;Oversee the provision of coordinated support for the adaptation and implementation of the WHO policies and strategies on RMH, and related service delivery models at primary carelevel, including the development of national protocols and guidelines for their integrated management;Oversee the developmentand implementation of regional and country capacity-building policies, strategies and approaches towards the implementation of best practices on all aspects of RMH, including improving access to medicines and effective monitoring of drug resistance;Facilitate the sourcing and provision of expert technical assistance to country RMH programmes, including promoting the use of technical resource networks and leveraging in-country institutional capacities to enhance sustainability;Conduct high level advocacy and policy dialogue and establish/strengthen partnerships, including with academia, professional associations, inter-governmental and non-governmental organizations and institutions, for the harmonization and alignmentof actors and resources in the formulation and implementation of national action plans, as an integral part of strengthened and resilient national health systems, in order to improve access to quality essential RMH services at alllevels;9.In collaboration with the Assistant Regional Directors' cluster, identify research needs and priorities aimed at improving universal access to RMH services at country level, including promotion and strengthening of research capabilities, and support the addition of new knowledge and technologies into country health systems;10. Oversee the collaborative and proactive support to countries in the development and implementation of monitoring and evaluation policies and strategies to facilitate reporting on progress towards regional and national RMH targets, including promoting the dissemination of lessons learned and good practices;11. Support the Cluster Director in communicating the achievements and results of the work of the RMH Programme; in collaboration with the Communication and Programme Budget Monitoring Units;12. Facilitate resource mobilization for the UHC/LC Cluster by using innovative strategies for resource mobilization, targeting traditional and new donors in collaboration with other technical clusters, External Relations, Partnerships and Governing Bodies Team and WCOs;13. Provide expertise and technical advice to the Regional Director, the Cluster Director and Senior Management in the areas of Reproductive and Maternal Health and Ageing;14. Perform other related responsibilities as assigned,including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine complemented with degree or training in the field of Public Health and or training in management of health-related projects or programmes. Desirable: Specialization in Obstetrics, gynaecology, reproductive or maternal health

Experience

Essential: At least ten years' experience in managing reproductive, maternal health and/or healthy ageing teams and/or projects at the national and international levels. Desirable: Experience in international/UN agencies, Government institutions or Non-Governmental Organizations

Skills

1. Globally respected level of technical expertise and knowledge in public health- RMH,with broad, practical knowledge of related programmes, policies and strategies and their application in developing and developed countries2. Extensive RMH-specific and programmatic knowledge of large-scale Public Health programmes, and integrated monitoring & evaluation approaches; 3. Demonstrated ability and skills in leading and coordinating the work of multi-faceted teams, including program and project management as well as managing financial resources.4. Excellent knowledge of health system strengthening and implementation;5. Excellent skills in using innovative strategies for resource mobilization, targeting traditional and new donors.6.Ability in managingdiverse teams and financial resources;7. Demonstrated abilityto engage and communicate effectively and diplomatically with a broad range ofpartners, such as Ministries of Health, donor institutions, Civil Society, etc.and encourage participation in projects and/or resources mobilization.

Use of Language Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4805 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
