OBJECTIVES OF THE PROGRAMME

To increase the capacity of Member States in the Pacific in climate, environmental and occupational health risk assessment and management, including agreed actions under the For the Future CCE Thematic Priority; enhance health sector leadership on primary prevention interventions to reduce the effect of climate change on health; support efforts to increase environmental sustainability of health care facilities; and reduce the effect of environmental and occupational hazards to health through multisectoral cooperation and intercountry cooperation in managing climate change, environmental and occupational determinants of health.

DESCRIPTION OF DUTIES

Under the guidance and supervisions of the Head of WHO Country Office (HWO) and Director, Pacific Technical Support, the incumbent, closely collaborating with relevant technical staff working on environmental health, climate change and occupational health at country, subregional, regional and headquarters levels, provides oversight of the work of the Pacific Climate Change and Environment (PCE) team, including but not limited to: planning, development, implementation, monitoring and evaluation of the plan of action; technical support to PICs on environmental and occupational health policy, planning and capacity-building; coordinating agreed actions under the For the Future CCE Thematic Priority; and developing, coordinating with partners and implementing programmes of support with WHO financial inputs as well as resources from partners and donors. The incumbent will also be responsible for developing and articulating WHO positions at high-level meetings with counterparts in the Government, partner agencies including donors and nongovernmental organizations (NGOs). a body of WHO guidelines on the key technical areas are in place and globally recognized, for example on drinking water quality, climate change and health, air quality and chemicals and waste management. Contracts will occur regularly between the staff member and high-level government officers as well as with officers from donor and partner implementing agencies, and with multiple departments and programmes within WHO. Specifically, the summary of assigned duties will include:

  1. Lead coordination of agreed components of the Region's For the Future CCE Thematic Priority workplan, including coordinating the secretariat for the CCE TAG.
  2. Coordinate and manage the work of the WHO team providing support to the PICs on climate change and environmental health priority areas including climate change and health, community and health facility water supply and sanitation, environmental health impact assessment, chemical safety, air quality, waste management including health care waste, food safety and healthy settings initiatives, in collaboration with the appropriate regional and national partners and officials, including:
  • provide advisory services on technical aspects of climate change and health, environmental and
  • occupational health with particular emphasis on appropriate technology as required;
  • develop disaster risk reduction/management strategies and respond to emergency requests;
  • develop and promote innovative approaches to environmental and occupational health problems;
  • prepare manuals, guidelines, and technical papers as required, draft legislation/regulations for the sector as required;
  • mobilize additional resources to support work on climate change and health, environmental health and occupational health;
  • liaise with governments, bilateral and international agencies including the Council of Regional Organizations in the Pacific partners on a routine basis.

3. Undertake continuous review and monitoring of the environmental health situation in the countries, collect, review and verify the data/information on environmental and occupational health service coverage/issues and prepare status reports and sector profiles. 4. Build and foster strong partnerships with other UN organizations, bilateral agencies, NGOs, governments, the private sector and communities providing technical expertise and advice on the environment health and climate change and improve the effectiveness of resources utilization. 5. Prepare periodic/routine technical progress reports on work and activities against agreed detailed workplan milestones and as required. 6. Contribute to whole of office, UN Country Team and the Region's work on shared priorities, including responses to emergencies. 7. Perform/assume other duties/tasks as required.

REQUIRED QUALIFICATIONS

Education

Essential: Postgraduate degree (master's or higher) in environmental sciences, environmental health, environmental engineering, climate change-related sciences or natural sciences from an institution or university recognized in the International Association of Universities' Worldwide Database of Higher Education Institutions Systems and Credentials (WHED). Desirable: Undergraduate degree in health, public health, environmental health or related area would be an advantage.

Experience

Essential: Minimum of ten years' experience in development and implementation of scientific and operational aspects of environmental management, environmental health and climate change including planning, implementing, administering and research/training in water supply, sanitation and environmental health at national and international levels. Desirable: Working experience in developing countries is highly desirable. WHO's Water Safety Planning (risk assessment/risk management) approach to improved drinking water, climate change and health, disaster risk management/reduction, and health care waste management are an asset.

Skills

Demonstrated knowledge and skills in the principles, practices and techniques of protection of human health from climate change; particularly in risk management, climate change and health, environmental health, environmental engineering and science with emphasis on skills in project management; research and training of national staff in limited resource environments; proven ability to evaluate country needs for planning and promoting national health adaptation capabilities; programme development, planning, implementation, and management skills including proposal development; negotiation and representational skills which allow development of common understanding of complex and often controversial issues; ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct; leadership, management and advocacy skills. Proficiency in standard MS Office software applications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3,015 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
