Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. The Team Assistant (Research) is expected to provide research and analytical support to implement ESCWA’s technical assistance and policy support to member States in the area of debt and fiscal policy. This position is in Cluster 3: 'Shared Economic Prosperity' of ESCWA. The Research Assistant reports to the Senior Economic Affairs Officer and the Cluster Leader, Shared Economic Prosperity.

Responsibilities

Within delegated authority, the Team Assistant (Research) will be responsible for the following duties: • Performs a wide range of office support and administrative functions. • Provides consistent, accurate and comprehensive research and specialized assistance for supporting technical assistance to member states on issues related to debt and debt sustainability, efficiency and effectiveness of fiscal policy, and extracts and compiles technical data on specific programmes/projects and related topics and issues. • Selects and evaluates a variety of documents, summarizes pertinent material, collects and analyses data and prepares background materials for assessment papers, studies, briefs and reports. • Generates a variety of standard statistical and other reports, work orders, etc., using various databases. • Produces draft materials and presentations for regional and national capacity development workshops and national consultation meetings on debt and fiscal policy issues. • Assists in monitoring developments/issues on fiscal policy and public debt in member states by collecting, selecting, analysing and compiling materials from multiple sources, e.g., relevant databases, the library and the Internet. • Assembles original statistical material; adjusts reported data from different sources; conducts statistical and econometric analysis and loads data into computerized database system. • Reviews, stores, classifies, and maintains relevant computerized databases as needed for technical assistance to member states. • Assists in the evaluation and examination of data sets for accuracy, clarity and validity. • Prepares a variety of reports, presentations, tables, lists, graphs, charts and/or diagrams for information and review by senior officers. • Prepares abstracts/bibliographic descriptions for inclusion in documents, articles, books and publications. • Monitors processes and schedules related the unit’s outputs, products, tasks, etc.; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements. • Responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports. • Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format. • Takes notes and drafts executive summaries of meetings. • Collects, organizes and disseminates relevant UN and media information. • Co-ordinates and sets up press briefings, press statements, pamphlets or other public awareness campaigns to educate public on any specific issue. • Screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling. • Assists in the maintenance of websites by scanning, converting and posting a variety of documents onto the site. • Maintains calendar/schedules; monitors changes and communicates relevant information to appropriate staff inside and outside the immediate work unit. • Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc. • Performs general administrative tasks (e.g. leave and attendance recording, arrangements for meetings and other events, reservations, budget follow-up, etc.), to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.). • Performs other related work as required.

Education

High school diploma or equivalent is required. The minimum required years of relevant experience is reduced to one (1) for candidates who possess a first-level university degree or higher.

Work Experience

At least three (3) years of experience in collecting and researching data across various areas of social and economic development or related area is required. At least one (1) year of experience in fiscal policy and debt sustainability analysis is desirable. At least one (1) year of practical experience in data analysis at the regional level using standard quantitative methods, interpretation of results and report writing is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this post, fluency in English is required and fluency in Arabic is required. Fluency in French is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas
