ORGANIZATIONAL CONTEXT

The position is based in the PD AED Front Office and reports to the PD Staffing Coordinator Job holders are required to work independently, using technical knowledge and expertise to analyse data, prepare reports, provide advice and solutions to problems, and identify opportunities for improvements.

They may develop people management practices and initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to building and managing talent in PD to enable alignment with the new PD Strategic Workforce Plan (SWP) and the WFP organizational context, policy and needs.
  2. Provide advice to the PD staffing coordinator, as well as to managers and employees in the function on HR-related issues, understanding their needs and advising them on the available HR policies, procedures, processes, systems, and tools to support them.
  3. Coordinate activities for the functional External Recruitments, Limited Fixed Term (LFT) recruitments, and the Future International Talent (FIT) Pool, including: stakeholder engagement to support the selection processes; manage information flow to ensure accurate documentation and clear communication; prepare timely analyses and provide recommendations that feed into deicison making around contract modalities, selection methods and assessments; create lessons learned and recommendations for future improvements.
  4. Support the Staffing Coordinator in Reassignment and Promotion activities, including: stakeholder engagement to support the selection processes through analysis, and skill and competency matching with post requirements; prepare timely analyses that feed into deicison making around recommendations; engagement with stakeholders, as required.
  5. Coordinate incoming requests for Temporary Duty (TDY) assignments, including stakeholder engagement to support the selection process, and propose potential candidates.
  6. Lead and manage the end-to-end process of the Summer Internship Programme, including: work with key stakeholder in COs, RBx, and HQ to understand talent requirements; liaise with partner universities for high quality active sourcing; manage vacancy announcements (VAs) and lead candidate screening to support hiring units,working closely with hiring units and HR officers to ensure effective onboarding; solicit feedback and create recommendations to improve programme quality.
  7. Participate in the development of workforce analytics, strategic workforce planning activities, and the setup of a new career framework around the new PD requirements to support WFP strategic goals, ensuring alignment with wider WFP policies.
  8. Support the development and implementation of active sourcing strategy for the function to contribute to both local and international talent requirements, by identifying relevant sourcing channels, engagement with relevant institutions, networks through social media, etc.
  9. Monitor the accurate and compliant recording of workforce data; coordinate and prepare timely statistics and conduct analysis, identifying trends and potential issues, and proposing solutions to stakeholders.
  10. Prepare effective communications on behalf of the PD Staffing Coordinator to all levels of staff on a global scale, including communications and engagements with senior leaders on transformational efforts, and employee engagement initiatives.
  11. The position will work in close collaboration and coordination with the Global Acquisition Talent Branch (HRMTA) and provide advice to managers and employees on HR-related issues, understanding their needs and ensuring that HR policies, procedures, processes, systems and tools are available and correctly applied to support them, to facilitate relevant technical assistance processes.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION

  • Advanced University degree in Business of Public Administration and Management, or in Human Resources, or a related field, or First University degree with extensive work experience.

EXPERIENCE

  • Minimum 5 years of relevant progressively responsible experience in human resource management and project management.

LANGUAGE

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is an asset.

  • Ability to draft clear concise reports or rationale for human resources decisions.

TERMS AND CONDITIONS

  • Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
