What will you do in this position?

You will develop, gain support for, and implement the strategies needed to identify, attract, and acquire the best talent to meet WFP’s business needs.

In September 2021, WFP promulgated a new policy, the WFP staffing framework, serving as a guide to hire employees transparently and fairly, and on the right contractual modality. On the of key change of this new policy is that all recruitment will be done via a competitive selection process, regardless of contract type, in order to ensure transparency and fairness. This position will manage the end-to-end process to establish and replenish Regional Consultant Rosters and engage with members of the rosters and managers so that when a Country Office has a consultancy staffing need, the Regional Bureau is able to timely extend qualified profiles.

How can you make a difference?

In this position, you will have to:

  • Lead and implement the end-to-end selection process to establish Regional Consultant Rosters, partnering with Regional Bureau Heads of Units for their function or specific consultancy assignments.
  • Once rosters are established, proactively maintain touch points with roster members and update the rosters, partnering with RB Heads of Units.
  • Improve diversity in sourced candidates, with a strong focus to attract qualified female candidates.
  • Provide support to FIT Pool selections, by participating in Interview Panels and coordinating the selection of FIT Pool members for posts approved for FIT Pool recruitment.
  • Lead the Talent Acquisition for posts approved for Limited Fixed-Term appointments for the Regional Bureau and for COs in Western Africa without International HR Officers.
  • Upskill Hiring Managers capabilities on Talent Acquisition and deliver regional internal applicant training across the region.
  • This role will serve as designated backup for Talent Acquisition activities for the Regional Bureau (full recruitment cycle for all contractual modalities) and for the Region (Employer branding, Sourcing and Outreach activities) and will support other recruiters in the Regional Bureau during peak periods.
  • Contribute to articulating WFP’s employee value proposition to enhance visibility and reputation in key sourcing channels by carrying out impactful and targeted employer branding activities.
  • Contribute to improve talent attraction and recruitment approaches, especially to attract qualified female candidates.
  • Contribute to enforce Talent Acquisition best practices in Country Offices/Regional Bureau.
  • Contribute to regional HR capacity building on Talent Acquisition.
  • Contribute to Client Experience Measurement initiatives and Talent Acquisition effectiveness measurement, in order to drive improvements in candidate experience and hiring manager satisfaction towards quality of hires.
  • Perform other duties as required.

This position reports to the Regional Human Resources Officer (Talent Management) P3 and will be part of the Talent Management branch of the RBD Human Resources Unit. Travel within the Western Africa region may be required up to 20% of working time.

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or First University degree with two additional years of related work experience or trainings/courses.

Experience: Minimum of three years of postgraduate professional experience in the field of Talent Acquisition, of which at least 2 at international or regional level. Experience working as part of a multicultural and diverse team, and/or leading one.

Knowledge & Skills: We are looking for a dynamic, agile and creative HR Professional who is passionate about People. Specifically, we are looking for:

  • Deep knowledge of the recruiting market and trends in Western Africa is a strong advantage.
  • Demonstrated success developing effective outreach strategies.
  • Experience in sourcing and recruiting hard-to-find profiles.
  • Strong knowledge of Applicant Tracking Systems, technology, and sourcing tools.
  • Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals. Ability to quickly build credibility with internal stakeholders.
  • Good problem-solving skills with the ability to continuously adapt approaches and recommendations to a specific organizational/country context.
  • Ability to work remotely both independently and as part of a team.
  • Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under his/her supervision. Ability to draft clear concise reports or rationale for human resources decisions.
  • Ability to facilitate and deliver trainings
  • Excellent project management, reporting and presentation skills using Microsoft Office (Excel, PowerPoint and Word).

Language: Fluency (level C) in both in French and English languages.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and is open to all nationalities (for HQ and RBs) or candidates must be a national of a country other than the country of assignment (for Country Offices). The position is based in Dakar, Senegal and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
