On 14 August 2021, a 7.2 magnitude earthquake hit the southwestern region of Haiti with major impact in South, Nippes and Grand’Anse departments, with several aftershocks also recorded. Following the earthquake, the three departments were drenched by Tropical Depression Grace, and additional heavy rain fall that are further disrupting access to water, sanitation, shelter, and other basic services.

UNICEF has been present in Haiti and working in close collaboration with the National Water and Sanitation Directorate (DINEPA) on emergency response and development projects since 1994. UNICEF has been supporting the Emergency Response department (DRU) of DINEPA since its creation, financially, logistically and technically. In terms of WASH which is identified as one of the main priority sectors of the response and the first WASH sector rapid assessments conducted by the National Directorate for Water and Sanitation (DINEPA) with the support of UNICEF was deployed within 24 hours. How can you make a difference?

Under the direct supervision of the Deputy Chief field office with dot line to the Chief of WASH, and in close coordination with other members and technical specialists of the WASH Team and other sections as appropriate, responsible for / support the development, planning, implementation, monitoring and evaluation of UNICEF’s emergency response in activities and results related to safeguard and improve public health of the affected population by ensuring safe drinking water and sanitation, safe hygiene practices addressing behavioral aspects and ensuring they have access to appropriate means to practice them effectively; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.

  1. Support to departmental coordination led by OREPA
    • Co-Coordination of the WASH sector actors with DINEPA
    • Participation to the coordination meeting and share summary of the meeting
    • Support sector actors’ information gathering and update through mWater
    • Field visits
  2. Programmatic and strategic support
    • Support to sector evaluation and planning for humanitarian and development
    • Review and adaptation of WASH technical notes
    • Support to WASH Brigades and monitoring all UNICEF procured items available at DINEPA and at partners’ warehouse
    • Active participation in repair/rehabilitation of water and sanitation facilities in communities, school and health care facilities
    • Develop with partners departmental monitoring tools with link to m water, WASH FIT, WINS monitoring and sustainability checks
    • Contribute to diverse research at departmental level (Cash for kits, Cash for safe water, Voucher, delegated water management)
  3. Monitoring and evaluations UNICEF WASH interventions
    • Monitoring of all WASH standby agreements and new agreement at departmental level and re-orient all the sectors stakeholders on UNICEF Rules and procedures
    • Provide daily update of UNICEF interventions through WhatsApp.
    • Ensure UNICEF WASH Programme visibility with Communication in the Southern region
  4. Capacity building of Sector stakeholders and TEPACs
    • Plan and implement with PSEA focal point all the PSEA training with sector actors
    • Organize with departmental team training on social Mobilization and ACAT together with TEPACs and DINEPA
    • Strengthening TEPA capacity in evaluation, monitoring and data entering in Mwater and water system management
  5. Budget and finance
    • Monitor financial situation of the fund disbursed at departmental level
    • Discuss with DRU all the financial proposals

To qualify as an advocate for every child you will have…

  • University degree or equivalent experience in Environmental Public Health, Programme Communication, Social Sciences, Water supply Engineering, Sanitation Engineering, or other field related to behavior change and communication.
  • Knowledge of public health and one or more other relevant areas (e.g: behavior change, health promotion, community development, education, etc.)
  • Experience and understanding of Sanitation and hygiene promotion and community mobilization in relation to water, sanitation and hygiene activities.
  • A minimum of two years of experience with either the UN and/or NGO in WASH, including WASH in emergency and humanitarian response preparedness and implementation in developing countries
  • Fluency in French (verbal and written) and Haitian Creole is required. Good working knowledge of English is desirable.
