In recent years, the impact of migration and forced displacement on children has increased both in scale and complexity, with protracted displacement lasting, on average, an entire childhood. In the challenging context of Haiti, children and adolescents on the move lack access to basic services and protection, which adversely affect their short-term safety and wellbeing and long-term development and quality of life. The incumbent’s main objective is to support UNICEF’s Child Protection Section to be able to deliver on its commitments to children, in line with the Convention of the Rights of the Child, UNICEF Core Commitments for Children and UNICEF Strategic Plan. He/she will provide technical guidance and support the Child Protection programme on Children on the Move and related Justice for Children issues, to facilitate the achievement to create a protective environment for children and protect their rights by supporting the strengthening of preventive and responsive services for children on the move through a holistic social welfare and justice system, as well as empowerment of adolescents and youth.

How can you make a difference?

The purpose of this deployment is to strengthen the capacities of information management responsibilities as an integral part of a coordinated approach to child protection during the recent increase of humanitarian needs and CP violations. The overall objective of this assignment is to support in the production of data and analysis and build the capacities of members of the Child Protection Sub Sector (CPSS), to perform and comply with data and information responsibilities in response to the current crisis and the low level of available data and analysis on the child protection situation.

The support provided to the national CPSS will be defined regarding the overall need of information at the sub-regional level. Collaboration and consultation with CPSS co-leads/focal points including in the departments, the Office for the Coordination of Humanitarian Affairs (OCHA), the protection sector coordinator and other related working groups is essential to the process. The incumbent reports to the Child Protection Specialist for general guidance and direction. Key responsibilities at national and sub-national (where applicable) levels include:

  • Work with CPSS members to identify information gaps at national and sub-national levels and propose ways to bridge such gaps, including assessment planning.

  • Produce a monthly secondary data review analysis and other analytical products (as agreed with supervisor and (co-)leads).

  • List and support in harmonizing a package of existing IM tools (e.g. 3 /5W matrix, service mapping, referral pathways, CP response dashboard, etc), and support on the development of new ones where needed (e.g. Deep, CP monitoring tool).
  • Set-up the humanitariaresponse.info website for the CPSS and upload key documents as necessary. Coach colleagues in country to use the page.
  • Propose opportunities to ensure that key child protection concerns are better reflected in OCHA-led multi-sectorial assessments as well as other non-child protection assessments.
  • Assist in formulating and providing regular inputs to UNICEF and OCHA sitreps and other reporting request.
  • Assist the CPSS with appropriate tools for monitoring of violations of children's rights, and for producing and presenting analysis.
  • Maintain regular contact with OCHA and the protection sector towards harmonization of tools and sharing of information where necessary.
  • Ensure adequate representation of CP in Assessments and Information Management forums
  • Respond to other CP information management needs for the CPSS as identified by the (co-) leads and member organizations, including usage of case management systems and tools.

To qualify as an advocate for every child you will have…

  • A university degree (Bachelor’s or higher) in international development, human rights, psychology, sociology, international law, education or other social science field is required.
  • A minimum of two years of experience in the area of IM, geographical information system, assessments and/or M&E in child protection related areas with either the UN and/or NGO, statistics or related fields is required.
  • Excellent writing and analytical skills.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset.
  • Statistical and analytical skills using MS Excel, QGis or other mapping tools (essential); knowledge MS Access, other database applications (eg: SQL, MySQL, Oracle) is an advantage.
  • Experience working in the context of a natural disaster, armed conflict or complex emergency is highly desirable.
  • Fluency in French is required. Good working knowledge of English or Spanish is an asset.
