Result of Service Needed Documents: 1. Target architecture (advise and coordinate delivery of). The consultant will work with other members of the team for development and: - Provide testing, and proofs of concept - Documentation - The System Design Documents shall describe the system requirements, operating environment, system and subsystem architecture, files and database design, input formats, output layouts, human-machine interfaces, detailed design, processing logic, and external interfaces. It shall include a high-level description of the solution, including design decisions and data structures, schemas and synchronization processes required. System security has to be considered when the requirement document is established.

- Further Materials o Beta-version or demonstrations prepared on sample anonymized dataset showcasing the new functionality o Whitepapers or videos (% reduction in false positives, additional # of new investigations completed) o Documentation o Education workshops or another form of facilitation to inform on how to use the new AI functionality

Duties and Responsibilities This position is located in the Solutions Transformation Team (SFT), Software Products for Member States Unit (SPMS), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief, Software Products for Member States (SPMS), Digital Transformation umbrella, and overall guidance of the Chief of the Information Technology Service in Vienna.

The Software Products for Member States unit (SPMS), part of the Information Technology Service at the United Nations Office on Drugs and Crime, develops a suite of innovative software deployed at close to a hundred Member States to operationalize UNODC’s mandates in countering corruption, controlling illicit drugs and fighting financial and organized crime. Our portfolio of applications provides actionable intelligence through analysis, case management, artificial intelligence and dissemination to Law Enforcement Agencies for combatting financial crime, money laundering and terrorist financing. The suite of solutions is deployed at a large number of member states, has a six-figure user base across various sectors, and produces a tangible impact in investigations and convictions.

The Consultant will see through the design and development of the above mentioned software including a roadmap detailing its architecture, to enable the software to leverage on the latest opportunities in technologies, software development practices and lifecycle management, including big data performance, micro services architecture, containerization, automated deployment and testing, Azure DevOps, and a product centric delivery transformation that suits the requirements of the member states. Due consideration should be given to current and strategic needs, technical and functional member state requirements through existing established government processes, and standards of the industry. The consultant will also produce necessary material that will serve to communicate and share the design/roadmap to stakeholders.

Under the direct supervision of the Chief, the Consultant will complete specific tasks that are required to produce the roadmap, system transformation and roll-out. It will involve meetings with other developers, consultants, expert companies and FIUs.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in computer science or related field is required. A first-level university degree in similar fields in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree is required. Experience: Experience: Ten years of overall experience in Agile principles and Frameworks (Scrum, Kanban, SAFe), Azure DevOps*/DevOps Server, DevOps principles, CI/CD practices is required. Big Data ecosystems and major components, Branching strategies, Scrum process, Git / TFVC, Kubernetes Deployment is desired. Language: Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Knowledge of French is desirable
