You have:
- University degree in Civil Engineering or Architecture from an accredited academic institution with five years of relevant professional experience.
- Successful completion of the Professional Engineering Exam is mandatory for this position.
- Proven professional experience in project design.
- Demonstrated experience in construction supervision.
- Relevant references from previously completed projects.
- Experience in the preparation of tender documentation.
- Ability to participate in and support the tendering and procurement process.
- Fluency in English and one of the official languages in Bosnia and Herzegovina (Bosnian/Croatian/Serbian) is required (oral and written).

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
Under the overall supervision of the Humanitarian Assistance Coordinator and direct supervision of the Capacity Building and Liaison Coordinator, the Project Engineer will be responsible and accountable for managing and implementing engineering and construction-related activities, including the preparation of technical designs and documentation, support to procurement and tendering processes, supervision of construction works, quality control, coordination with contractors and suppliers, and ensuring that all project activities are carried out in accordance with applicable technical standards, local regulations, approved project documentation and IOM procedures.

Education
- University degree in Civil Engineering or Architecture from an accredited academic institution with five years of relevant professional experience.
- Successful completion of the Professional Engineering Exam is a mandatory for this position.

Experience
- Proven professional experience in project design.
- Demonstrated experience in construction supervision.
- Relevant references from previously completed projects.
- Experience in the preparation of tender documentation.
- Ability to participate in and support the tendering and procurement process.
Skills
- Knowledge of construction project planning, implementation and site supervision.
- Knowledge of procurement and tendering procedures in line with organizational rules.
- Knowledge of budgeting, cost estimation and preparation of Bills of Quantities (BoQ).
- Knowledge of contract management and coordination with contractors and suppliers.
- Knowledge of quality assurance, regulatory compliance and construction standards.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and one of the official languages in Bosnia and Herzegovina (Bosnian/Croatian/Serbian) is required (oral and written).

Responsibilities
- Assess site conditions and prepare conceptual analyses and complete technical documentation, including scope of works, bills of quantities, material specifications, and photographic records.
- Develop all engineering designs in accordance with industry standards, local regulations, and good engineering practice, and consolidate basic and detailed designs into complete bidding and construction packages.
- Prepare procurement plans, define eligibility and qualification criteria, and contribute to the technical sections of solicitation documents; participate in pre‑bid meetings and provide clarifications to bidders.
- Support bid evaluation, negotiations, and contract finalization by providing technical assessments of offers and recommendations on contractual terms.
- Monitor construction progress through regular site inspections, ensuring compliance with approved drawings, specifications, material standards, and contractual requirements.
- Identify risks, delays, or variations and provide technical input for contract amendments or additional works, ensuring alignment with approved budgets and schedules.
- Ensure adherence to country‑specific building codes, permits, and IOM construction and procurement procedures.
