Org. Setting and Reporting This position is located in the United Nations Office for Sustainable Development (UNOSD), in the city of Incheon, Republic of Korea. UNOSD is a project office of the Division for Sustainable Development Goals. The Division for Sustainable Development Goals (DSDG) in the United Nations Department of Economic and Social Affairs (UNDESA) acts as the Secretariat for the SDGs, providing substantive support and capacity-building for the goals and their related thematic issues, including water, energy, climate, oceans, urbanization, transport, science and technology, the Global Sustainable Development Report (GSDR), partnerships and small island developing states. DSDG plays a key role in the evaluation of UN systemwide implementation of the 2030 Agenda and on advocacy and outreach activities relating to the SDGs. The Sustainable Development Expert reports directly to UNOSD’s Senior Sustainable Development Expert.

Responsibilities Within delegated authority, the Sustainable Development Officer will be responsible for the management and substantive aspects of the work of the Office. In particular, the incumbent will carry out following duties:

  • Develops sustainable development databases and qualitative information required for recurrent or ad-hoc assignments including the office’s knowledge management platform.
  • Drafts inputs for technical papers and analytical studies, policy briefs, and publications on specific topics and current and emerging issues relating to sustainable development issues and consolidates inputs into cohesive, analytically solid and user-friendly documents.
  • Formulates, identifies and analyses project proposals programmes, concept notes and agendas of activities, and terms of references.
  • Carries out and support advisory services as requested by developing countries for increasing their capacity to implement Sustainable Development Goals
  • Prepares and schedules for consultations, expert group meetings, capacity building programmes and activities, technical assistance, and ad-hoc activities including study visits and field trips.
  • Attends international, regional, and national meetings with partners, focal points, and experts from other institutions dealing with sustainable development issues.
  • Assists in the organization and servicing of expert group meetings, seminars, etc. on sustainable development issues.
  • Prepares briefs, background materials and other inputs for presentations the Head of Office and senior staff. Prepares briefs, background materials and other inputs for preparatory meetings related to the High-level Political Forum on Sustainable Development and other intergovernmental bodies, international organizations and/or expert groups on issues relating to sustainable development.
  • Follows/attends meetings in- and outside of the office and prepares relevant summaries, briefs and reports.
  • Provides substantive support for and participates in missions on sustainable development issues.
  • Organizes training seminars/ workshops for national experts addressing sustainable development issues.
  • Monitors, backstops and assesses the implementation of capacity building projects in sustainable development.
  • Performs other duties as required, including administrative tasks.

Work implies frequent interaction with the following: Staff within DESA/DSDG and other colleagues and peers in other DESA Divisions and relevant Secretariat units; regional commissions, middle level officials of UN agencies, regional and global development banks and other development organizations and stakeholders; government officials, academia, research institutions, relevant organizations, and civil society.

Competencies Professionalism: Knowledge of theories, concepts and approaches relevant to sustainable development, including knowledge of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals and their interlinkages. Knowledge of of the political environment and the programmes and activities of the UN system in implementing the 2030 Agenda. Ability to think strategically, to identify key emerging sustainable development issues and related policy implications. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for mainstreaming a gender perspective and ensuring the equal participation of women and men in all areas of work.

Planning and organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Accountability: Takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in sustainable development, economics, public policy, public administration, environmental protection, natural resources management, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, policy-oriented work in a broad range of sustainable development issues is required.

Experience in implementation or monitoring and evaluation in the areas of sustainable development at the international and/or national level is required.

Experience in research and analysis, monitoring and reporting, technical assistance, capacity building or advisory services related to the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs) at international level is required.

Experience in supporting intergovernmental bodies in the area of sustainable development is desirable.

Experience in the organization and delivery of capacity building activities and training courses to national and/or subnational governmental agencies is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
