UNICEF’s surge structures provide some of the most rapid means of human resources support in emergency contexts with, some 444 humanitarian professionals deployed to 60 countries in 2022. UNICEF recognizes that in order to effectively maintain its systems, structures and comply to necessary processes to enable timely deployment of professionals when needed, appropriate information, communication and engagement is necessary. There is also confirmed need to better engage with deployees during their deployment cycles to ensure effective team integration, improve attrition, and provide a means of active feedback from its deployees which ensures a continuous improvement approach is maintained. The Consolidated Surge strategy which will progressively be rolled out during 2023, puts further responsibility on DHR to ensure its various elements are understood, socialized, and communicated appropriately

How can you make a difference?

The incumbent will work under the direct supervision of the Surge Deployment Coordinator and general guidance of the Chief Human Resources, Emergencies, Emergency Preparedness & Response in the Division of Human Resources (DHR).

In close collaboration with headquarter and relevant country and regional office surge coordinating teams, and in partnership with EMOPS, the Surge Officer will directly support UNICEF’s global response efforts by implementing necessary communications, visibility, and engagement activities. This includes creating branding, communication and other resources which will support the implementation of the UNICEF’s surge strategy and accompanying procedures. The incumbent will also actively engage with surge deployees throughout their lifecycle in ensuring they receive the necessary support before, during or after assignments.

Summary of key functions/accountabilities:

Surge Deployment Administration:

  • Support the teams’ efforts in ensuring continued nonunderstanding and awareness around surge strategies, Standard Operating Procedures (SOPs) by creating relevant information, knowledge resources for staff at all levels
  • Work closely with colleagues to ensure timely collection, input, consolidation, and analysis of surge-related information in necessary platforms, tracking sheets, information systems
  • Work with relevant colleagues in the preparation of release processes for candidates

Communication, Sensitization and Education:

  • Coordinate with relevant stakeholders and in close collaboration with the Sourcing Team to enhance the Frontlines platform including communication and outreach materials.
  • Help prepare and update factsheets, reports and update other relevant surge information on SharePoint sites, knowledge management platforms.
  • Provide inputs for annual surge report and any other periodic reports, newsletters, brochures
  • Ensure all outputs such as reports, templates, and visibility items for the DHR surge teams adheres to internal communication guidelines and branding.
  • Interview and write testimonials and other material regarding surge deployments and the surge programme overall
  • Coordinate any social media campaigns with target audiences while developing effective messaging

Outreach, engagement:

  • Acting as a key liaison and engagement officer with surge deployees, responding to their messages, undertaking check in calls, obtaining necessary information and link deployees with relevant staff where needed.
  • Maintain a repository of deployee exit survey, end of mission reports and bring key issues, bottlenecks to the attention of relevant staff when necessary.
  • Maintain (and monitor analytics) necessary of internal UNICEF media and other engagement platforms to help increase engagement and followers of internal surge mechanisms
  • Coordinate with relevant staff to integrate appropriately vetted staff into Frontlines platform.
  • Undertake any other communications activities as assigned and agreed by the Surge Coordinator and Chief Human Resources, Emergencies, Emergency Preparedness & Response

Relationship Management:

  • Coordinate and engage with any Knowledge Management or Communications team members to obtain any guidance, ensure cohesion with UNICEF branding and KM practices and styles
  • Maintain and enhance relationships with respective surge coordinating teams, surge deployees, EMOPS, regional and country Human Resources Business Partners as well as the global shared services center and partners.

To qualify as an advocate for every child, you will have…

  • University Degree in human resource management, communication related field, business management, international relations, psychology or other related social science field is required;
  • At least one year of experience in surge coordination, talent outreach and engagement or communication related functions, ideally in an international organization and/or large corporation is required. Developing country work experience would be advantageous;
  • Background/familiarity with emergency operations with experience in humanitarian contexts an advantage;
  • Fluency in English is required, Knowledge of another official UN language (especially French, Arabic, Spanish) is an asset.
  • Ability to design communication products and tools within a fast paced, evolving, and wide organizational setting;
  • Basic technical knowledge of the principles and concepts of human resources management;
  • Good knowledge of modern knowledge management tools (such as SharePoint) that can help enhance the readability and usability of complex information;
  • Demonstrated ability to communicate effectively to diverse groups and tailoring language, tone, style and format to match audience;
  • Shows pride in work and in achievements; demonstrates mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines;
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and good command of design and illustration programs such as adobe creative software;
  • Able to work collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; willing to learn from others;
  • Ability to identify and analyze bottlenecks and issues, formulate opinions, and make conclusions and recommendations to resolve same;
  • The ability to appropriately communicate (verbal, written, and visual) information to technical and non-technical people.
