You have:

• Advanced degree in international relations, law enforcement, human rights or related field or a first-level university degree combined with seven-year experience.
• At least seven (7) years in human rights and law enforcement work is required.
• Expertise and experience in integration of human rights in law enforcement, including in the context of protests, is desired.
• Fluency in English and Portuguese is required.
• Knowledge of training methodology is an asset.
• Excellent research and analytical skills are desirable.

Result of Service

1. Objectives and Targets (Specific Functions of Consultant/Individual Contractor) Human Rights Council Resolution 56/19 requested OHCHR, in collaboration with the Special Rapporteur on freedom of peaceful assembly and of association and UNODC, to support the country-level application of the practical Toolkit for law enforcement officials, pursuant to Human Rights Council resolution 50/21, through technical cooperation in-country workshops and follow-up. The Toolkit is a resource for law enforcement institutions on how to institutionalise human rights standards and good practices in facilitating assemblies and includes a “Model Protocol for Law Enforcement Officials to Promote and Protect Human Rights in the Context of Peaceful Protests” (henceforth Model Protocol), an annex on the Use of Digital Technologies by law enforcement in the context of peaceful protests, and a Handbook on Facilitating Peaceful Protests for Law Enforcement Officials. Against this background, OHCHR is seeking to hire a consultant in Mozambique with experience in institutionalizing human rights in law enforcement institutions, including knowledge and expertise on how to integrate and operationalize human rights in the context of policing protests.

Duties and Responsibilities

Within delegated authority, the Consultant will be responsible to support the country-level application of the practical Toolkit for law enforcement. Key responsibilities include: • Support OHCHR’s work on implementing HRC 56/19 in the context of Mozambique. • Contribute to the planning and development of assessments, research and analysis in relation to Mozambique law enforcement institutions and normative frameworks, and identification of priority areas for implementation of the Toolkit. • Provide support in the preparation and holding of missions, thematic workshops and training in Mozambique related to human rights and law enforcement, in collaboration with relevant national institutions and stakeholders. • Assist in planning for country-level application of the practical toolkit for law enforcement institutions tailored to the context of Mozambique. • Draft concept notes and reports of activities in the light of the application of the practical toolkit for law enforcement officials in Mozambique. • Ensure that gender and disability inclusion are integrated in all areas of work. • Work under the supervision of OHCHR staff and perform other related duties as required. 2. Tangible and measurable outputs of the work assignment • Thorough research and analysis over gaps and opportunities in relation to Mozambican law enforcement institutions, including in areas relevant to the application of the Model Protocol, is conducted. • Draft roadmap for country-level application of the practical Toolkit for law enforcement institutions in Mozambique is designed in collaboration with relevant national institutions and stakeholders, reflecting the outcomes of assessments and consultations with key law enforcement bodies, national human rights institutions and civil society. • Concept notes for selected thematic workshops and related reports at Mozambique country-level application of the practical Toolkit for law enforcement are drafted.
