Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 400 staff in Ukraine and will continue significant scale-up in 2023 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

The overall purpose of the role:

The Cash and Voucher Assistance Assistant is in charge of the implementation of Multipurpose Cash Assistance (MPCA) and Non-Food Items (NFI) activities to be carried out in the South of Ukraine (Mykolaiv, Kherson and Odesa oblast) including participation in distributions, supporting monitoring and evaluation, reporting after each distribution and compliance with relevant SOPs.

Main Responsibilities:

Programming & Operations

  • Under the leadership of the Cash and Voucher Assistance Team Leader, ensure smooth implementation of project activities related to the emergency interventions;
  • Around 80% of the working hours are expected to be spent in the field visits (local business trips);
  • Ensure timely disbursement of programme targets on multipurpose cash grants and non-food items in Mykolaiv, Kherson and Odesa oblast;
  • Ensure all necessary NFI data and documentation are collected and provided timely;
  • Support information dissemination and outreach activities, as well as via close collaboration with regional administrations, INGOs, local NGOs, etc. to ensure active participation of the potentially vulnerable individuals and/or households in emergency response programmes;
  • Participate in the selection process of the potential beneficiaries to be assisted with multipurpose cash grants and non-food items;
  • Implement grants disbursement process, including documentation process and provision of support to the beneficiaries from the moment of application submission to the issuance of grant funds;
  • Undertake regular monitoring of the individuals/households who received grant assistance;
  • Close collaboration with the DRC Support Unit in relation to programme activities;
  • Back-up Cash and Voucher Assistance Officer when necessary;
  • Maintain good working relations within DRC and other organizations in the area of responsibility;
  • Understand, and ensure the observance of the DRC Code of Conduct;
  • Perform other tasks as requested by DRC management;
  • Preparation of different reports related to the programme activities;
  • Ensure efficient and effective programme implementation while following the budget and work plan.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector-relevant issues;
  • Represent DRC at meetings and other relevant technical coordination meetings;
  • Ensure integration with other DRC sectors.

Project development

  • Develop projects tools;
  • Project implementation and reporting;
  • Monitor and evaluate projects.

Logistics/Finance

  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution;
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.

Required experience and competencies:

  • Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification;
  • Minimum 1 year of proven experience in the emergency / economic recovery / livelihoods / private sector;
  • Good understanding of emergency response interventions as well as economic recovery activities;
  • Excellent skill in MS Word, Excel, and PowerPoint;
  • Fluency in local languages: Ukrainian, Russian;
  • English will be an advantage.

Contract length: 3 month renewable after satisfactory probation period. Level: I non Manager Designation of Duty Station: Mykolaiv - Full time based
