Org. Setting and Reporting This position is located in the United Nations Mission in South Sudan (UNMISS). The Supply Officer will be based in Juba and will report to the Chief, Warehouse and Commodity Management Section. The Supply Officer shall manage the work of the Budget and Support Unit of the Section. The Warehouse and Commodity Management Section comprises the Fuel, Rations, General Supply and Budget Support Units.

Responsibilities Within delegated authority, the Supply Officer will be responsible for the following duties: - Review, monitor, assess and oversee technical contracts for the provision of supply support services. - Plan and prepare cost estimates and budget proposals, in terms of the Section’s resourcing requirements; review, analyses and revise data and explanations with respect to the finalization of the budget proposals as well as the Results Based Budgeting inputs. - Design, develop and update relevant software for monitoring, reconciliation, and costing purposes. - Initiate actions leading to procurement, maintenance, and disposal of items. - Ensure the efficient and effective use of budgetary resources through the robust monitoring of budget utilization to the approved budget and timely provision of information to management for decision making. - Prepare budget performance reports and ensure that correct and accurate data and information are provided by the various units in the Section. - Review and finalize the performance reports ensuring valid and adequate variance explanations between approved budgets and actual expenditure. - Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are monitored, and maintained. - Analyse problems, audit and performance reports on Section activities and provides remedial action programmes where required. Act as the Section’s audit focal point. - Support the Chief of the Section in overseeing work plans and supervise staff; establish priorities and set performance goals for staff; recommend and coordinate training programs; actively engage in management of duties performance and ensure the provision of management, guidance development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in his/her area of responsibilities; and, provide expert guidance and direction to new and/or junior staff. - Develop strategies and design innovative solutions, in coordination with Procurement Section, Acquisition and Requisition Unit and other Mission stakeholders for implementation of the Section’s Acquisition Plan, considering total value and cost of ownership (TVO/TCO) in sourcing options, including global and regional system contracts, local market and other conditions, logistics forecasting, inventory holdings, consumption patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements. - Serve as the acquisition planning expert in the Section with responsibility for the development and management of the acquisition plan of various services and commodities (e.g. information technology and communication equipment, medical equipment and supplies, food rations, fuel, office supplies, furniture and fixtures, accommodation and office equipment etc.), including demand and acquisition planning improvement initiatives and coordination of transportation requirements, taking into account different procurements methodologies, lead times and sourcing options available to the Missions. - Interact regularly with internal stakeholders to review changing priorities and emergencies and establish approaches for adjustments. - Perform other duties as assigned.

Competencies Professionalism: Demonstrated knowledge of and exposure to a substantive field of work in the areas of supply chain management, in particular budget management, acquisition planning, procurement, and logistics processes. Proven analytical skills, including ability to research, analyse data, rewrite in a succinct manner explanations for variances or guidelines and operating procedures and develop recommendations and plans as well as to review and edit the work of others. An ability to apply various United Nations rules, regulations, policies and guidelines in work situations. Ability to develop and apply supply chain management procedures and programs. Education Advanced university degree (Master’s degree or equivalent) in business administration, supply chain management, logistics, public administration, procurement, law or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in supply chain management, procurement, logistics, property management, project management or related area in an international environment is required.

Experience in budget formulation, financial monitoring, budget management or other related area is required.

Experience with Material Requirements Planning (MRP) and Enterprise Resource Planning (ERP) systems is desirable.

Experience in managing operational resources, planning, and supervising the work of a unit and managing personnel is desirable.

Experience in preparation of written reports, presentations and briefing with financial content and analysis is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
