Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 400 staff in Ukraine and will continue significant scale-up in 2023 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

Overall purpose of the role:

The Supply Chain Team Leader will play a pivotal role in ensuring the efficient and effective management of all supply chain operations within the West Area Office based in Lviv in alignment with the DRC Operations Handbook and established Special Operating Procedures (SOPs). This leadership position will oversee the areas of procurement management, asset control, fleet management, warehouse operations, and inventory management.

The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to Area operations.

The Supply Chain Team Leader will lead a team of supply chain professionals and work closely with vendors to maintain seamless supply chain processes. Strong leadership skills, exceptional organizational abilities, and a comprehensive understanding of supply chain management principles are essential for success in this role.

Main Responsibilities:

Leadership:

  • Provide strategic direction and leadership for all supply chain operations in Lviv Area Office.
  • Develop and implement supply chain strategies that optimize efficiency, cost-effectiveness, and compliance with organizational guidelines.
  • Ensure effective planning and quality implementation of all Supply Chain activities.

Team Management:

  • Lead and manage the Supply Chain team including drivers (including people planning, performance, well-being and development).
  • Set clear performance objectives and provide regular feedback, coaching, and performance evaluations.
  • Provide technical support and inputs.
  • Provide timely weekly and monthly status reports.

General Supply Chain Support

  • Ensure that all Supply Chain specific donor rules and policies are understood and respected.
  • Provide effective and efficient Supply Chain support to the Area West programme’s needs.
  • Coordinate with programme staff to ensure Supply Chain involvement in the whole programme cycle.
  • Ensure proper operation of DRC Dynamics ERP supply chain system by staff under supervision.
  • Develop and maintain relevant databases.
  • Assist in recruitment, training and capacity building of the Supply Chain team.
  • Apply report and data analytics to improve supply chain operation in area of concern.

Procurement and Vendor Management:

  • Oversee procurement activities, ensuring timely and cost-effective sourcing of goods and services.
  • Establish and maintain strong relationships with vendors and negotiate favorable terms.
  • Ensure the vendor vetting and due-diligence have been implemented for every procurement above LVO threshold and before awarding a bidder and vendor performance evaluation has been followed up with the respective program and documented in the procurement file
  • Establish and follow up annual procurement plans. Coordinate with programme staff and Area Manager to establish appropriate project procurement plans and share with Country SCM.
  • Initiating the tender process to establish area wide Purchase Agreement, contracting, keeping the fulfillment report, in line with IDRA
  • Optimize Supply Chain operations to increase cost effectiveness including setting up longer term supply contracts.
  • Procure goods, works and services; ensuring all procurement processes are conducted in line with DRC Operations Handbook.
  • Oversee all purchase, works and service contracts to ensure DRC's interests are protected.
  • Track all orders, purchases and deliveries.
  • Ensure DRC supplier due diligence is undertaken effectively.

Fleet and Asset Management:

  • Manage the fleet of vehicles and assets, ensuring proper maintenance, allocation, and tracking
  • Implement processes for asset control, including monitoring asset movement and disposal
  • Ensure appropriate vehicle fleet management
  • Organizing with Area asset and fleet focal points to share monthly reports with the Country Office SC unit

Warehouse and Inventory Management:

  • Supervise warehouse operations, including inventory management, storage, and distribution of supplies
  • Ensure accurate inventory tracking, timely stock replenishment, and adherence to safety protocols

Compliance and Reporting:

  • Ensure compliance with DRC Operations Handbook, SOPs, and relevant policies and regulations
  • Prepare regular reports on supply chain activities, highlighting key performance indicators and areas for improvement

Collaboration and Communication:

  • Collaborate closely with the Area Manager and other departments to ensure supply chain operations support programmatic needs.
  • Maintain effective communication with stakeholders, including donors and vendors.

Required experience and competencies:

  • Minimum 3 years of proven experience in supply chain management, including procurement, transport, fleet, distribution, warehousing, and stock management at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Strong leadership and team management skills, with the ability to inspire and develop a high-performing team.
  • Commitment to learning and implementing organizational policies and procedures.
  • Ability to work effectively in a fast-paced and dynamic environment, handling multiple priorities.
  • Excellent negotiation, vendor management, and communication skills.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Experience in managing supply chain in an ERP system.
  • Good understanding of the procurement rules and regulations of major international donors.

Education:

Bachelor's degree in Supply Chain Management, Business Administration, or related field; Master's degree preferred.

Languages:

  • Full professional fluency in Ukrainian and Russian.
  • Full professional fluency in English

Start date: As soon as possible. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
