The overall purpose of the role:

Provide support to the program by undertaking technical and practical operational tasks to ensure smooth, efficient, and compliant operation of supply chain activities in accordance with the DRC Operations Handbook while ensuring adherence to donor guidelines.

Responsibilities:

Procurement:

Coordinate with Supply Chain Coordinator, HoSS, and the team to:

  • Ensure Adherence and compliance to DRC Operations Handbook on procurement.
  • Ensure Archiving systems are maintained in both online and offline Formats as per the standard SOPs.
  • Provide remote support in ITB management (TOC report, technical analysis, and contract award).
  • Participate in the evaluation of bids and proposals at the Country office level and ensure the bids evaluation report, technical evaluation, minutes of negotiations, and negotiated contract in the selection of consultants contain all the facts and information required to justify the recommendations made in the report.
  • Participate in the joint verification of procured goods, services, and works and to ascertain the conformity of the item to Technical Specifications and Quantities.
  • Lead Quarterly country-wide Market assessments to establish competitive market pricing for goods and services regularly procured by DRC, to ensure value for money is Obtained at all times.
  • Initiate periodic Supplier pre-Qualification processes and Coordinate with Field offices to regularly update the DRC Supplier Database.
  • Assist in the strategic sourcing for frequently purchased items to ensure framework agreements with the suppliers and service providers are in place.
  • Ensure procurement files are accurate and records are in compliance to DRC and donor procurement policies, the filing system is properly established in accordance with DRC Filing and Archiving Policy, and all soft copies and hard copies of procurement files are accessible and manageable by auditors.
  • Compile monthly reports received from field offices to provide country procurement reports to relevant managers.
  • Organize procurement training for non-logistics staff and small-scale refresher training for procurement staff.

Asset Management:

  • Support compliance and implementation of Operations Handbook in the Country Office and to Field Offices when necessary.
  • Provide monthly consolidated country reports on Inventory/Assets to Country Supply Chain Manager.
  • Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director approval.
  • Be a focal point for the Asset Management in DYN.

Warehouse:

  • Support compliance and implementation of the Operations Handbook in the Country Office and to the Field Offices when necessary.
  • Provide a monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand).
  • Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval.

Capacity building

  • In consultation with HoSS and Supply Chain Coordinator, plan and manage the capacity building of all staff, in addition to providing support to program staff on relevant procedures and processes.

Experience and technical competencies:

Essential:

  • At least 3 years experience in supply chain Operations.
  • Experience in building and developing the capacity of supply chain staff using training, performance management frameworks, and development plans.
  • Knowledge & experience in dealing with service providers.
  • Experience with Contract management.
  • Excellent computer skills in MS Word, MS Excel, and PowerPoint.
  • Experience with Logistics Operations.
  • Experience in ERP Systems.

Education:

Bachelor’s degree or higher diploma in logistics, and with relevant professional certification.

Languages:

  • Fluency in written and spoken English.
  • Fluency in Spoken Kurdish / Arabic languages.

We offer:

Contract Length: 8 months (till 31 Dec 2023).

Salary Band: G (Non-Management).

Start Date: 1 May 2023
