The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for cities and human settlements. UN-Habitat’s humanitarian work is guided by its Strategic Policy on Human Settlements in Crisis and the agency is a member of the Inter-Agency Standing Committee (IASC). At the core of UN- Habitat’s work is UN-Habitat People’s Process and New Urban Agenda which places participatory urban analysis, and planning as a central pillar of humanitarian response, recovery, and rehabilitation in a post conflict context.

UN-Habitat has been active in Iraq since 1996 under the Oil for Food Programme. After 2003, UN-Habitat was largely engaged in early recovery efforts, particularly supporting internally displaced persons (IDPs) through the provision of shelter and reconstruction solutions. Since then, the portfolio of UN-Habitat Iraq has expanded beyond emergency responses to include both humanitarian programmes, such as providing IDPs with shelter and water, sanitation and hygiene infrastructure, and promoting urban recovery of areas affected by conflict, and developmental programmes that provide technical support to address durable solutions for IDPs and informal settlers and essential capacity building for relevant government institutions. UN-Habitat Iraq follows a multi-dimensional and coherent approach in tackling diverse urban issues. These range from emergency response such as providing safe and basic shelter for IDPs, to projects that aim to build and develop the capacities of local and national governments in planning and managing urbanisation, to more theoretical endeavours including research and analysis on the dynamics of urbanisation and the impacts of armed conflict.

The objective of this assignment is to support the programme management in relation to legal agreements, procurement, assets management and related administration.

The incumbent reports to the Programme Management Officer , Head and Deputy Head of Programme/ UN-Habitat-Iraq.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Within the delegated authority and under the direct supervision of the Programme Management Officer of UN-Habitat Iraq Programme and overall supervision of the Head and Deputy Head of Programme/UN-Habitat/Iraq, the Procurement officer will be assigned to UN-Habitat Erbil Office and be responsible for the following duties:

  • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions.
  • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle.
  • Conducts elaboration and issuance of solicitation documents and procurement notice: review and publication of clarifications to bidders: bid receipt and bid opening; coordination of bid evaluation

and preparation of evaluation reports;

  • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations.
  • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects.
  • Establishes and maintains work programs and schedules for ongoing contracts and newly-planned ones.
  • Participates in negotiations with senior supplier representatives; signs procurement orders up to the authorised limit, and, in cases where the amount exceeds authorised signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorised official.
  • Conducts market research to keep abreast of market developments; researches and analyses statistical data and market reports on the world commodity situation, production patterns and availability of goods and services.
  • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program.
  • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations.
  • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
  • Provides guidance to, and supervises, national procurement staff in order to strengthen the capacity of the procurement unit.

Work implies frequent interaction with the following: Counterparts, officers and technical staff in the relevant Secretariat Units and UN funds, programmes and other UN specialised agencies, representatives and officials in national and local governments, non-governmental organisations and consultants.

Education/Experience/Language requirements

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or any related field. A first level university degree in combination with relevant experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years of progressive experience in procurement, assets and legal agreements management, with at least two years of similar experience at the international level.
  • Professional certificates in procurement, such as CIPS 4, are required.
  • Experience in procurement with the UN agencies is desirable.
  • Experience at both headquarters and country office/field office in post-conflict areas is an added advantage.
  • Proficiency in both spoken and written English is required.
