ABOUT WFP

The Asia-Pacific region is the most disaster affected region in the world, particularly susceptible to sudden-onset disasters that can outstrip short-term national response capacities and create unique challenges for timely delivery of international humanitarian assistance. Bhutan is highly vulnerable to the impacts of weather and water induced disasters including floods, glacial lake outburst floods (GLOF), windstorms and landslides. Moreover, the country is in one of the most seismically active zones in the world and the recent moderate earthquakes have focused attention on this ever-present threat.

For disaster risk management (DRM), WFP is the UN lead and is assisting the Government in setting up national platforms to guide coordination, actions, and investments in DRM. For nutrition and school feeding, WFP is supporting the scale-up of the school nutrition and feeding programme with supply chain cost optimization, linking farmers to schools and school infrastructure. In agriculture, WFP is the UN lead and is applying a system approach to agriculture value chain development with assistance to the Government across the whole value chain from demand creation for local food, production support, marketing, mitigating post-harvest losses, and through policy and inter-agency coordination support as well as assistance on enhanced cost efficiency and knowledge management.

JOB PURPOSE

WFP Bhutan is aiming to strengthen the stakeholder emergency logistics capacities along five critical pathways: (i) Policies and legislation; (ii) Institutional effectiveness and accountability; (iii) Strategic planning and financing; (iv) Stakeholder programme design and delivery; and (v) Engagement and participation of communities, civil society, and private sector.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional / functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening 2. Contribute to country context analysis and management of end-to-end operational supply chain networks in order to support addressing operational supply chain challenges and obtaining operational optimization. 3. Streamline and harmonize logistics preparedness goals with national preparedness priorities and strategy(ies), considering country-specific context and agreed action plan. 4. Conduct portions of financial analysis and budget reviews, drawing out recommendations to the supervisor for maximizing use of resources and effectiveness of supply chain operations. 5. Support relevant government entities, such as the Department of Disaster Management, the Ministry of Education and Ministry of Agriculture and Forests, through the provision of technical assistance, capacity strengthening and development to enhance delivery of government programs that are in line with WFP CSP priorities. 6. Conduct supply chain assessment on the supply of perishable and non-perishable food to school in close collaboration with other stakeholders involved in the implementation of the National School Feeding Program. 7. Identify supply chain gaps, recommend potential solutions, and develop implementation plan together with relevant government stakeholders in agricultural value chain and Nutrition School Feeding Programme. 8. Provide capacity-strengthening support to government agencies in supply chain management related to program activities defined as country strategic priorities by WFP Bhutan. This includes process flowchart analysis, data requirements and analysis, information system and other tasks required that may impact on supply chain effectiveness within their programs 9. Prepare accurate and timely reports and/or support preparation of complex reports, dashboards, and other visual materials on supply chain activities to contribute to informed decision-making and information consistency to the stakeholders. 10. Contribute to preparedness actions and support quick emergency response to deploy humanitarian assistance and organize resources at the onset of the crisis 11. Other duties as required

STANDARD MINIMUM QUALIFICATIONS

 University degree in international relations, engineering, humanitarian action, logistics and supply chain, or a closely related field.  Post-graduate certificate or valid internationally recognized professional certification in technical areas related to supply chain is preferred

DESIRED EXPERIENCES

A minimum of 2 years of professional experience including: working in an international context; responsibility in any supply chain role. Previous experience in supervising a supply chain operation, project management, capacity building and/or working with government/national actors is preferred.

KNOWLEGDE & SKILLS

 Understanding of and commitment to capacity strengthening concepts and approaches.  Able to make a positive contribution in a team-based environment and to work under tight deadlines with minimal supervision.  Excellent interpersonal, communication and facilitation skills with the ability to lead large cross-cultural group exercises.  Ability to communicate, build and maintain relationships with high-level officials and government counterparts.  Proficiency in Windows, MS office (Word, Excel, PowerPoint, Outlook, Projects).  Willingness to travel and work in the field as and when required.  Experience in technical areas within supply-chain management  Experience in undertaking research analysis and report writing in English.

LANGUAGE

Fluency in English language and good command in Dzongkha and other local dialects of Bhutan.
